Job Description and Duties Under the general direction of the Staff Services Manager III, the Staff Services Manager I (Supervisory) is a working-level manager responsible for overseeing the activities of the Employee Relations Office in addressing all areas of the performance management/labor relations program for the California Energy Commission (CEC). The incumbent ensures consistent and appropriate application of the disciplinary process and grievance responses. The incumbent is required to communicate effectively, maintain consistent and regular attendance, possess the ability to evaluate and prioritize workload, exercise good judgment, use a personnel computer and appropriate Commission software.

Working Conditions The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of human resources laws, rules and policies. Knowledge of and experience with performance management. Excellent verbal and written communication skills and the ability to develop and conduct presentations. Experience in negotiating with control agencies on sensitive issues; and the ability to maintain credibility and cooperation with management and all levels of employees. Knowledge of the collective bargaining process/Labor Relations. Excellent customer service and interpersonal skills; including the ability to effectively manage conflict. Demonstrated ability to use good judgement, act independently, utilize effective problem solving skills and multi-task.
