Job Summary Minnesota Housing is hiring! We believe there should be joy in the work we do. We're a mission-focused agency looking for a Property Owner Risk Mitigation Fund (RMF) Officer. This newly created position will be part of the Housing Stability Team whose scope includes administering grant-based programs across the state to help prevent and end homelessness. This is accomplished by working with and supporting community partners including Tribal Nations, non-profit organizations, Continuums of Care regions, Coordinated Entry systems, people with lived experience of homelessness and property owners.
Essential Job Duties
This position will develop, administer, implement, and evaluate a property owner risk mitigation fund (RMF) program, funded via state appropriations and implemented through local program administrators. Additionally, this position will work with the Family Homeless Prevention and Assistance Program (FHPAP) and the Homework Starts with Homework (HSWH) programs. Recognizing our work operates within the context of institutional racism, this employee with help the team works towards the goal of creating equitable access to and outcomes for people wanting services and housing. We are aware that while on this journey, we will make mistakes and may do harm. And when we do, we will own it, bring restoration where possible, then use those experiences and lessons to work even harder to achieve those equity goals, especially as they relate to Indigenous and Black Minnesotans. We believe that by connecting with and listening to community partners and people with lived expertise, we can use this qualitative data to further advance our equity work. Other duties as assigned. Qualifications Minimum Qualifications To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position. Three (3) years of experience working with state or federal programs that focus on preventing and ending homelessness. Examples of applicable programs can include FHPAP, HTF Rental Assistance, Bridges Rental Assistance, Housing Support, Housing Stabilization Services, HUD McKinney-Vento funding. A Master's degree may substitute for 18 months of experience; OR a Bachelor's degree may substitute for one year of experience. Relevant degrees related to Public Affairs, Public Policy, Federal Affairs, Housing, Urban Planning or Business. Experience designing, implementing, and evaluating grant programs. Comprehensive understanding of the homeless response system, including how property owners, program administrators and stakeholders operate in the environment. Strong communication skills that have led to the building of successful working relationships with stakeholder such as management, colleagues, and/or the public. Preferred Qualifications Knowledge and experience with risk mitigation program models, Family Homeless Prevention and Assistance Program (FHPAP) and the Homework Starts with Home (HSWH) program. Experience working with property owners, agents and management companies. Knowledge of Minnesota Housing technology applications, procedures, and Request for Proposal (RFP) processes and the applicability of the Minnesota Office of Grants Management's policies and procedures. Experience in operating and/or using grant management databases. Knowledge of and experience working with Minnesota Tribes and counties. Physical Requirements Requires moving office items such as file folders and small office tools.
