To view current labor agreements, please visit  here .   The Portland Water Bureau is seeking a People Operations Analyst (Analyst II) Position Summary:  The People Operations Analyst will provide a collaborative approach to the bureau's efforts to develop candidate outreach plans, envision, and formalize a comprehensive recruitment, selection, hiring, and new employee orientation experience, and build-out and manage the bureau's exit interview process. They will also design and utilize an exit survey that will capture data that can inform our approach to improving the employee experience. They will collaborate across the bureau to improve our practices in employee retention, including delivering resources and trainings that improve employee resilience and increase wellness programs. They will partner with bureau staff to create resilience initiatives that enhance the workforce's ability to bounce back from major challenges and thrive. For both the internal collaboration work and the external outreach, the bureau needs someone who is engaging and understands how to create and maintain strategic alliances. Our goal is to enhance the bureau's profile in communities that are underrepresented in the organization. Duties and responsibilities include:
• Create a comprehensive recruitment process guide.
• Develop and administer an exit survey instrument.
• Create easy-to-find and usable guides, templates, and resources for the employee intranet that will enable hiring managers to create optimal position descriptions, job announcements, screening questions, and selection criteria.
• Staying up to date on best practices that enhance workforce development, engagement, resiliency, retention, and succession planning.
• Create and maintain relationships with external partners and stakeholders to build support for outreach and employee wellness initiatives.
• Develop and implement plans for the adoption and implementation of resiliency practices and initiatives. You are also able to investigate and problem solve with minimal supervision. About the division: The Business Services Group provides internal services, resources, and expertise to the entire Water Bureau including Communications and Public Involvement, Equity, inclusion, and Policy, Strategic Planning and Implementation, Employee Development and Training, and People Operations. The People Operations team delivers employee lifecycle services and resources including best practices in how the bureau can improve the experience of applicants and employees. Their charge is to analyze and implement complex administrative tasks, administer survey instruments, analyze data, and provide solutions to enhance the experience of employees. About the bureau:
