The Recruiting Specialist performs recruitment, hiring, onboarding and other essential tasks in support of the HR Department. This person sources talented candidates for open positions, collects applicant and hiring data, and assures a pool of diverse applicants are available to hiring managers. This role is key in reaching out to members of communities, including those of Black and Indigenous People of Color (BIPOC), Veterans, and other qualified individuals with a desire and the skills needed to achieve the agency mission.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE High School Diploma or GED; Bachelor's Degree plus two or more years of related experience; or an equivalent combination of education and experience may be accepted.
KNOWLEDGE, SKILLS, ABILITIES Excellent communication skills, including follow-up by phone and email. Intermediate computer proficiencies in MS Office, internet applications, and video platforms such as Teams, Zoom, or GoTo a plus. Social media skills and recruitment database search skills preferred. Basic office skills such as accurate data entry, filing, scanning, and photocopying required. Writing, spelling, and grammar skills are highly desirable. Bilingual English/Spanish reading, writing, and speaking capabilities are preferred but not required. A bilingual differential may be available upon successfully passing a bilingual skills test. CERTIFICATES, LICENSES, REGISTRATION Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the past three years, or an acceptable alternative. Candidate must pass a comprehensive MWVCAA background screening prior to employment. This position is subject to MWVCAA's COVID-19 Vaccination Policy. ESSENTIAL DUTIES and RESPONSIBILITIES: This job description is not intended to be all-inclusive.
Creates, edits, and posts jobs on various job boards, websites, community locations, and at schools. Develops recruitment strategy and sources applicants for open positions; network within the community to market employment opportunities and attract a diverse pool of applicants. Attends and/or holds job fairs to recruit for open positions. Creatively sources applicants to achieve applicant outcomes. Administers reference checks, background checks, and driving records check, I-9 Identification checks on candidates for hire. Maintains strict confidentiality and objectivity, applying consistency of administration across all levels of agency staff. Relationships with others : The employee in this position is in regular contact by telephone, video, or in person with all levels of agency staff to provide information and answer questions regarding employment-related matters. Refers to COO for complex issues, processes, and policies as they arise. Checks with Lead HR Recruiter on procedures and work assignments. Diplomatically and calmly handle reactive applicants, employees, and/or managers if the situation arises. Follows policies and guidelines outlined in Agency Personnel Policies, State and Federal laws, Federal Performance Standards, and other state and federal guidelines as appropriate. SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities.

Specific vision abilities required by this job include close vision and ability to adjust focus. Occasionally lift up to 25 pounds. Frequent driving may be required. Able to work evenings on occasion. Collaborate with coworkers/clients over the phone and in person. Occasional noise and distractions in workspaces. Occasional remote work.
