Job No: 536309; 2/21/2024DISBURSEMENT LEADAdministrative Analyst/Specialist IOne-Stop Financial Services/Disbursement Salary Range:$4,379 - $7,922/Monthly Work Schedule:Full-Time, Monday – Friday, 8:00 a.m. to 5:00 p.m.; exempt classification.Essential Functions:Under the direction of the OSFS Director, the incumbent provides leadership and oversees the operations of the disbursement area. This includes planning, managing, and auditing the disbursement refunds of financial aid awards, processing tuition and fees and miscellaneous refunds; providing high-quality customer services to the campus community; and hiring, training, supervising, and evaluating staff and student assistants. The incumbent must adhere, implement, and maintain policies pertaining to Title IV and Title V regulations and procedures governing the activities of OSFS/Disbursements. Coordinate activities with Financial Aid and Scholarships, Registrar, Admission, Administrative Technology, ITS, and Controller's Office as needed. The incumbent is responsible for the daily operations of the One-Stop Financial Services disbursement area; prepares, audits, and disburses all financial aid awards and tuition and fee refunds; interprets, adheres, and implements Title IV of Higher Education Act of 1965 and Title V of California Code of Regulations; provides training to staff and student assistants regarding policies and procedures for financial aid disbursements and student refunds; collaborates with the different areas within OSFS, Financial Aid, Controller's Office, and other departments; promotes direct deposit of financial aid disbursements and tuition and fee refunds; reviews financial aid over-award outstanding balances on the student account for franchise tax board submission; creates the tuition and fees proration tables and adjustment calendars and publish schedules on the OSFS website; responsible for record keeping of financial disbursement refunds on a weekly basis and disseminating the information to the Budget Manager for disbursement fund drawdown; responsible for keeping track of ACH direct deposit monthly summary to the Budget and Controller's Office; responsible for keeping track of the daily refund check register amount/count for internal audit; and assists with internal and external audits.Required Qualifications & Experience:The incumbent must have a minimum of 3 years of relevant experience in higher education, including 2 years of leadership or supervisory experience. The incumbent must have PeopleSoft experience and experience handling student issues. The incumbent must have a comprehensive knowledge of financial aid policies and procedures and Title IV and Title V regulations. The incumbent must have competency in desktop software, including Microsoft Office Suite. The incumbent must have excellent communication and interpersonal skills and must posses excellent customer service skills. The incumbent must have the ability to think independently; analyze and interpret accounting and other data; and use problem-solving techniques to resolve errors and discrepancies; effectively interpret policies and procedures in written or presentation form; and exercise a high level of tact and judgment in addressing members of the campus community. The incumbent must have a demonstrated interest and/or ability to work in a multicultural/multiethnic environment.
