Human Resource Consultant 1 (HRC 1) Full-Time, Permanent

here at the historic Spokane Veterans Home in Spokane, Washington!

*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

Position(s) at this location will also receive 5% Premium Pay for facilities open twenty four hours per day. Employees must physically work at the facility 3 days per workweek to qualify. The 5% Premium Pay is in effect until June 29th, 2025.

in support of a senior level HR consultant in our Spokane Veterans Home! You will be providing first-level professional consultation and advice to this home's managers, supervisors, and employees regarding human resource issues, Department of Veterans Affairs (DVA) policies, procedures, civil service laws (WAC), Collective Bargaining Agreements (CBA) and laws pertaining to the Family and Medical Leave Act (FMLA) and the Fair Labor Standards Act (FLSA).

Some of what you will be doing:
Under the regular direction of the Human Resource Consultant 4, and within the scope of authority, consults with and provides advice to employees, supervisors, and managers regarding HR-related procedures, guidelines, policies, WACs, Federal and State laws, and CBAs.
Consults with management regarding initial stages of performance management, attendance management, and employee relations concerns. Consults HRC 4 on complex personnel issues.
Consults with employees and supervisors on FMLA and Share leave-related issues. Reviews and prepares FMLA paperwork and processes appropriate forms for management's approval and signature.
Assists HRC 4, and employees with reasonable accommodation, FMLA, PFML, and may participate in interactive meetings.
With guidance and expertise of the HRC 4 consults with management/supervisors regarding Position Description (PD) Forms and language for in-training plans, status changes, etc.
Acts as an ambassador for the Home and the Human Resources team, delivering consistent information and service to both internal and external customers.
Responds to inquiries from employees, managers, and members of the public; assess customer requests and needs for further assistance.
Process and executes onboarding of new employees to home.
Tracks completion of Performance Development Plans (PDP's), annual Compliance Plans, OBRA requests, and background checks.
Assists and provides information to employees and supervisors regarding the evaluation process, position description development and review, etc. Archives files as noted on WA Retention Schedule.
Completes and returns Notice to Employer for Unemployment Compensation. Receives and reviews injury Report Forms. Completes OSHA Log.

Develops and mails routine correspondence to injured workers, claims managers, and supervisors.
Analyzes and summarizes data and prepares reports using computerized and/or manual systems; coordinates maintenance of HR information; maintains confidential records.

Required:

A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field.
AND
2 years in Human Resources field with experience drafting professional correspondence and executing professional level procedures based on documented guidelines, RCWs, WACs, CBA and agency policy.
OR

Equivalent education/experience.

Preferred/Desired:

Three (3) years of senior level office support or administrative experience, including at least six (6) months in a human resource environment.
Experience in providing customer service.
Proficient in the use of Excel, Word, Outlook, Access, and Internet Explorer.
Experience in presenting information to small groups.
One (1) year experience using HRMS for entering personnel actions in the State of Washington OR using an HRIS system for personnel actions/activities.
Experience with State Civil Service Rules and ability to correctly interpret Civil Service Rules and collective bargaining agreements (CBA).
Experience working with a unionized workforce.
Experience explaining benefits, policies, rules and rights to employees and other customers.
