Senior Budget and Management Analyst Hourly Pay Rate $31.06 - $46.59Closing Date: March 28, 2024 or upon receipt of the first 50 application submissionsJob Summary: This position functions dually as a fiscal analyst and accounting supervisor, meeting the unique fiscal needs of Combined Court Related Operations and Pre-Trial Services. Under the direction of senior administration, this position administers grant and reimbursable funding, assists in the preparation of the annual budget and the submission of routine fiscal reports, analyzes fiscal activity associated with personnel actions, and audits day-to-day departmental accounting operations. Additionally, this position serves as the front-line supervisor over two accounting personnel in the Administrative Services and Civil Divisions. Essential Duties and Responsibilities:Administer grant funding and state/federal reimbursements. Prepare applications, quarterly fiscal reports, and expense projections. Analyze grant spending and monitor departmental compliance. Facilitate deposits and disbursements. Document reimbursable costs and prepare reimbursement requests to federal/state partners. Assist the Senior Administrator and Senior Financial Manager with preparing the annual budget request and monthly fiscal reports to the Office of the Comptroller. Prepare compensation analysis reports. Prepare fiscal notes submitted to the Board of Supervisors. Prepare CS-147 fiscal reports regarding court expenditures and revenues.Supervise day-to-day accounting and bookkeeping services for the Administrative Services, Civil, Probate, and Children's Divisions, serving as team lead, training coordinator, and operational supervisor for the Accountant and Associate Accountant positions in Administrative Services. Serve as liaison to the County Treasurer's Office.Monitor departmental compliance with statutory provisions governing fee schedules and fund disbursement. Conduct routine and situational audits of departmental transactions including payments, refunds, and bank charges. Audit and spot-check fiscal operations in all divisions. Serve as liaison to County and external auditors.Review the general ledger for incorrect postings of entries. Prepare Journal Vouchers to correct any errors. Prepare Fund Transfer requests as part of the budget amendment process, which are forwarded to the Finance Committee.Monitor all contracts involving Combined Court Related Operations and Pre-Trial Services and ensure vendor compliance with contract provisions. Facilitate contract-related deposits and disbursements. Serve as liaison to the Department of Administrative Services-Procurement Division for contract-related fiscal issues.Minimum Education & Years of Experience Required:Current Wisconsin ResidentHigh School diploma and five or more years of experience in accounting, fiscal analysis, and/or budgeting Associate degree in accounting, business administration and three (3) or more years of experience in accounting, fiscal analysis, and/or budgeting Bachelor's or higher degree in accounting, business administration, finance, or related and one (1) year of experience in accounting, fiscal analysis, and/or budgeting, Preferred Experience:Bachelor's or higher degree preferred with experience gained in a government setting. Annual budget experience -- This position is an integral part of the creation of the budget/tax levy for the entire department to help ensure that sufficient funds are available for operations as statutorily required. Required Skills and Abilities:Solid grasp of GAAP (Generally Accepted Accounting Procedures)Demonstrated ability to perform budget analysis and/or statistical forecasting.Basic knowledge of budget processes (ideally public budgeting processes)Ability to work with internal and external stakeholders to analyze information and arrive at optimal solutions.Demonstrated ability to think critically and analyze budgets, accounts, invoices, and other financial documents.Ability to read and comprehend simple instructions, reports, short correspondences, and memos.Ability to write clear and concise emails, reports, memorandums, and other correspondence.Ability to clearly communicate verbally with internal and external stakeholders and build and maintain relationships that add value to the work of the Fiscal TeamAbility to read, analyze, and interpret business manuals, technical procedures and/or government regulations.Demonstrated ability to exercise judgment in the adaptation and interpretation of established practices and procedures to meet problems and situations to which the application is not clearly defined.Demonstrated experience with word processing and spreadsheet applications.Supervisory/Managerial Responsibility: Choose a Supervisory/Managerial item.
