Under the general supervision of a Supervising Right of Way Agent, serving as the Office Chief, incumbent is responsible for all activities related to Right of Way utilities conflict identification and relocation for all projects assigned to them, including performance of all related activities pursuant to established policies and procedures and applicable state and federal laws and regulations. Incumbent is expected to demonstrate a high degree of independence of action. Assign, supervise and review the work of branch staff performing various utilities relocation functions, from estimating to close out work. Ensure staff has a detail level of understanding related to utility coordination and project delivery. Provide training, as necessary.
Serve as a subject matter expert in meetings and discussions with project development staff, outside consultants, local public agency project sponsors, utility owners and headquarters' staff.

Supervise staff or act as the contract manager for the potholing/scanning contract, including coordination with the utility engineering working group (UEW), contractor and surveys. Manage funds to ensure continuity of service. Work with UEW to maintain clear communication and workflow.

Respond to questions and issues related to interpretation of department policy and resolve conflicts between the department and the utility owners. This includes communication with district project managers to ensure they understand our policies, procedures, etc.

Position located in Oakland, Alameda County.


While at their base of operations, employee will work in a climate-controlled office under artificial light in a modular cubicle. The employee will use a keyboard and video monitor for extended periods of time, as well as a telephone. Employees may also be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces and/or extreme heat or cold. Employee may be required to travel and lodge overnight for several days in duration. Incumbent should possess a valid driver's license.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee's designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
