About the opportunity: This position is part of WaTech's Project Management Office (PMO) within the Strategy and Management Division (SMD). The PMO provides critical project management leadership to projects, fosters collaboration, delivers customer-centric solutions, and models excellent task execution, ensuring seamless integration with WaTech's strategic pillars. As the Project Management Office Manager, you will be relied on to lead the PMO team, drive the strategic direction and maturity of the department, and develop and own all associated project management systems, tools, and best practices. In this role you will continuously interact with executive team members to ensure the highest-value work stays in focus, negotiate with stakeholders and peers on project resource allocation, and integrate the individual projects into a cohesive portfolio of high-quality, high-value projects. Duties Some of what you can expect: Drive executive decision-making on which projects to pursue, defer, or terminate. Evaluate project proposals and prioritize them based on evolving criteria aligned with organization and statewide strategy, objectives and Return-on-Investment (ROI). Identify and assess risks at the portfolio level and develop strategies for risk mitigation. In alignment with the organization's strategic goals and objectives, define the project portfolio management strategy, including prioritization criteria and resource allocation and ensure that the portfolio of projects supports the highest-value strategic initiatives. Develop and manage the portfolio budget, track expenditures and ensure cost-effectiveness. Establishe Key Performance Indicators (KPIs) to measure the performance of individual projects. Consistently assess and analyze the progress, financial health, timelines, and potential risks within the project portfolio. Strategically allocate and manage resources across projects to optimize resources across multiple projects to ensure efficient utilization of personnel, time, and budget in alignment with agency strategic goals. Predict future resource needs based on project pipeline, historical data, and organizational growth. Perform continuous capacity planning for the PMO and ensures project needs match the skills of each assigned project manager. Provide strategic leadership to the PMO team, inspiring and motivating them to excel in project delivery and contribute to the organization's strategic success. Collaborate with project management leaders across the state to gather and share best practices to drive efficiencies in project management statewide. Here is what we are looking for: A bachelor's degree in technology, public administration or a closely related field. An additional four years of professional experience may substitute for the bachelor's degree. 10 years of increasingly responsible professional information technology project management experience. This experience should demonstrate a clear trajectory of increasing responsibility and complexity in managing IT projects. Four years of experience in a PMO leadership role, directly supervising IT PMO teams that are strong, collaborative, and capable of delivering high-quality results. This experience can be concurrent to project management experience. Four years of professional experience in stakeholder management, including communication with senior leadership, team members, and external partners. Ability to navigate complex stakeholder environments and maintain productive relationships. Able to model effective collaboration at all levels of an organization. This experience can be concurrent to project management experience. Two years of professional experience in strategic planning for project management operations, including setting objectives, developing processes, and aligning PMO strategies with overall business goals. This experience can be concurrent to project management experience. Successful completion of formal professional Project Management coursework with an in-depth understanding of its lifecycle. (e.g., CompTIA Project+, PMP, PgMP, PRINCE2, PRiSM, Agile/Scrum). Demonstrated proficiency with project management software tools (such as Microsoft Project, JIRA, and other commonly used tools) to both manage projects and produce timely, accurate project reports. Demonstrated strong understanding of both waterfall and agile project management methodologies, processes and best practices. Demonstrated ability to use data and analytics to make informed decisions that optimize portfolio and project performance. Excellent written and verbal communication skills. Must be able to interpret and present complex and occasionally controversial information for broad audience use. Demonstrated competency in effective personnel management using a variety of formal and informal means. Demonstrated competency at negotiating issues to arrive at high quality and effective resolution. Preference shall be given to those who possess the following certification(s): Master's degree in technology or closely allied field. Three years of professional Project Portfolio Management (PPM) experience. This experience can be concurrent to project management experience. Experience with legislative processes and intergovernmental relations. Demonstrated strong strategic thinking and ability to align project portfolios with the agency's strategic goals and objectives. Demonstrated understanding of Organizational Change Management (OCM) principles and business process re-engineering and ability to demonstrate the nexus between these disciplines and project management best practices. Experience in leading change management initiatives, demonstrating the ability to guide organizations through transitions and adapt processes to evolving business needs. Telework: This position is approved for telework. However, may require the incumbent to come onsite as needed, up to four times a year.
