SUMMARY : The position provides strategic leadership and coordination for the College Success Foundation's (CSF) work with youth in and alumni of the foster care system and youth who have experienced unaccompanied homelessness. This includes the collective impact efforts to increase the statewide professional capacity to support the post-secondary aspirations of youth who have experienced foster care and young people experiencing unaccompanied homelessness. The position serves as CSF's liaison to state agencies, campuses, and community partners for this work stream. Additionally, they are responsible for supporting statewide adoption, implementation, quality improvement, and coordination of efforts related to the statewide Passport to Careers (PTC) program. In collaboration with campus, community and CSF partners, they will support ongoing communication of the Passport program and relevant information for providers.
PRIMARY DUTIES AND RESPONSIBILITIES :
Responsible for program development and on-going technical assistance to designated campuses in Washington (currently 45) as they create and implement PTC programs plans. Continued outreach to non-participating campuses for program development and support. Supervise a full time Program Officer who will be responsible for and support aspects of the work. Oversee the coordination and implementation of the Passport to Careers State Conference, an annual professional development event for professionals who provide support for youth who have experienced foster youth and/or unaccompanied homelessness across the state The Program Officer will be the lead on the conference planning and execution. Primary point of contact for the organization for activities related to the Passport to Careers program. Lead the design, development and delivery of professional development opportunities for foster youth support professionals throughout the state, such as college staff and community organization practitioners. Provide strategic leadership in conjunction with members of Statewide Initiatives Team (SIT) and coordination for all internal initiatives surrounding the postsecondary success of youth in and alumni of foster care and unaccompanied homeless youth. Lead the development of the Regional Service Coordination Groups. Plan and facilitate meetings and provide consultation to groups to set goals and develop and implement projects. Provide support to Washington colleges/universities and collaborate with apprenticeship programs to implement the Passport program and related policies that will support youth experiencing foster care and/or homelessness to enroll in and graduate with a postsecondary credential. Manage and implement Passport Scholar Success Fund, an emergency fund to support Passport Scholars to remove unforeseen barriers to continue educational persistence. Manage the Passport budget and act as POC for CSF's finance department. Manage data including management of the student database (with CSF College Services) and the Campus Champions Directory and contacts for Washington Passport Network email list. Represent CSF with state education and child welfare leaders to support educational parity of young people in foster care and unaccompanied youth. Facilitate in-person and remote training on priority topics with individuals and groups in the Washington Passport Network (WPN). Plan, schedule, and facilitate webinar series for WPN members. In collaboration with Executive Director of Public Affairs & Strategic Partnerships and Program Officer, Statewide Initiatives, establish and achieve annual and long-term Passport program goals and strategies. Together with Statewide Initiatives team members, facilitate the cross-matrixed nature of the team's Passport work to maximize synergy internally, including contribution to reports. Lead vision and provide content for the WPN website with support from CSF Marketing/Communications and SIT staff. Serve as liaison to the Washington Student Achievement Council for relevant requests, provide content and manage templates for quarterly reports to WSAC. Assist in the development of grant applications and help ensure grant objectives are met. Lead data collection protocol for program evaluation. Support the Director on management and deliverables of the Passport to Careers contract with WSAC. Point of contact for Passport Leadership Team (PLT). Manage agenda, logistics, and facilitation of meetings. Create, update, and edit training content with CSF Marketing and Communications Officer on the WPN website. Support the scheduling, planning, and facilitation of program orientation meetings with campus leadership, designated support staff, and financial aid point of contact at Passport campuses. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :
Experience and success working with and empowering students who experienced foster care or unaccompanied homelessness or other marginalized groups. Outstanding interpersonal, oral and written communication skills. Represent CSF and Passport program at statewide professional development and networking activities. Excellent organizational and project management skills. Ability to multi-task, prioritize and thrive in dynamic work environment. Utilize proactive approaches to problem-solving with decision-making capability. Budget and fiscal discipline. Interpersonal skills with an emphasis on consultative and facilitation skills. Experience with program development, as it relates to postsecondary student support services. Ability to help partners develop programmatic approaches to meet the needs of postsecondary contexts and student populations. Skills in using program data to drive quality improvement efforts. Skills in training / curriculum development. Familiarity with collective impact theory and practice. Ability to work independently, while observing and complying with all standards of the supervisory personnel and relevant programs and services of the employer. Proficiency in Microsoft Office 365 tools (Word, Excel, SharePoint, PowerPoint). A commitment to diversity, anti-racism and equal opportunity. Must have a valid driver's license, proof of insurance and reliable transportation. QUALIFICATIONS FOR THE POSITION :
Bachelor's degree required, master's preferred. Five years of related work experience. Experience in program management, higher education, community organizing, leadership development and training. Connection with Washington State higher education landscape or Washington State foster care system preferred. PHYSICAL DEMANDS :

Employees must be able to handle the stress that is involved in meeting strenuous and competing deadlines, working in high volume areas, and be flexible and able to interact with employees, students, and/or community partners of all levels. Employees may be required to work from the headquarters/regional office. This work environment is moderately quiet.
