What You Will Do
General Responsibilities
The deputy Nuclear Materials Management and Integration (NMMI) program manager within the Associate Laboratory Directorate of Weapons Production (ALDWP) Science, Technology, and Engineering Program Office (STEO) will work in collaboration with the NMMI Program Manager. The NMMI program at LANL is organized into three areas: compliance, oversight, and special projects. NMMI implements DOE Order 410.2, Management of Nuclear Materials which provides the compliance requirements for the coordination of nuclear material management activities across the DOE/NNSA complex. The NMMI program administers LANL's nuclear material inventory as a strategic asset for the execution of work across the breadth of the programmatic missions for the entire Laboratory, while also facilitating nuclear material safeguards and the nuclear safety programs necessary for the protection of the public. The NMMI program also oversees special projects aimed at cutting-edge technology advancements to improve nuclear material management. As the deputy program manager, you will provide leadership, vision, planning, and overall management of an assigned technical or operational portfolio that may vary in total budget. This includes brokering with customers and research groups/programs to determine what work is needed to meet the customers' needs, general timeframes, and funding requirements. Additional responsibilities include developing working relationships that span existing internal (Laboratory) and/or external institutional missions and extend into new opportunities as policies, missions, and opportunities evolve. This requires cross-site collaborations to achieve overall successful program execution and collection and dissemination of information. Specific Job Responsibilities
Perform the following activities without considerable direction:
Identify upcoming strategic shifts of relevance to the Laboratory's mission and seek to position Laboratory resources for opportunities and actions needed to address future customer needs Interface and negotiate with line managers to accomplish programmatic work not assigned to projects Work closely with project and line management to achieve performance and monitor and track cost, schedule, and progress against milestones Establish reporting and documentation requirements with mid-level internal and/or external customer(s) and serve as the primary spokesperson to develop metrics, report status, manage expectations, and notify Laboratory senior managers and the customer of upcoming issues Work with internal and/or external organizations to evaluate, develop, negotiate, and maintain partnerships and strategic relationships with U.S. Department of Energy (DOE) / National Nuclear Security Administration (NNSA) customers, other government agencies, academic institutions, and/or private industries.
Serve in the following roles:
The Laboratory's contractual agent with authority to negotiate with mid-level internal and/or external customer(s) and define work scope, schedules, budgets, and funding for programmatic work, priorities, and performance milestones The primary interface with one or more mid-level internal and/or external customers to develop, negotiate, and define mission goals and programmatic deliverables in accord with Laboratory capabilities, capacities, and priorities that balance the best interests of the customer, the program, and the Laboratory as a whole The agent of mid-level internal and/or external customer(s) within the Laboratory, with responsibility for negotiating and authorizing work and allocating resources.
Integrate complex program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
Maintain advanced knowledge of the relevant technical discipline and understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of assigned portfolio(s).
Apply advanced knowledge and experience to develop an execution/implementation plan that covers the programmatic work from conception to completion.
Exert significant latitude in performing the following tasks:
Defining work breakdown structures to assign programmatic deliverables to projects, or developing other means to accomplish the work Identifying potential portfolio risks, developing risk mitigation strategies, and recommending risk acceptance/avoidance for all aspects of the assigned program(s). What You Need Minimum Job Requirements: Program Management: Advanced knowledge of, and successfully demonstrated experience in, all aspects of program management of technical or operational work including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting program status and cost and schedule variance; managing change control and risk; and providing direction to a project management team. This includes demonstration of strong organizational skills. Communication: Successfully demonstrated excellent oral and written communication and presentation skills, and effective interactions with all levels of internal and/or external personnel including Laboratory senior management, NNSA, and/or other federal customers. These interactions include building trust, gaining consensus, and resolving conflicts. Collaboration: Successfully demonstrated development and nurturing effective internal and/or external customer relationships. Experience leading and participating in cross-organizational teams that work with colleagues from across the DOE complex to achieve common goals and develop solutions to address challenges. Education: Bachelor's degree from an accredited institution and a minimum of eight years of directly related technical and project management experience, or an equivalent combination of education and experience directly related to the occupation. Desired Qualifications: Nuclear Materials Management: Knowledge and experience with nuclear materials containers and storage, inventory tracking, processing, receipt and shipping, and reporting of nuclear materials. Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools. Project Management: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program, and formal training/experience in Earned Value Management and Baseline Change Requests (and associated software). Experience with P6 Primavera scheduling (not coding) and NNSA Enhanced Management Level B processes is a plus. LANL: Advanced knowledge of regulatory and Laboratory requirements related to PF-4 and programmatic work of potentially assigned portfolio(s). Education : An advanced degree from an accredited institution may be an advantage for consideration. Work Environment: Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management. Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Radiological Training: The position requires the successful completion of Radiological Worker 1 training. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations. 426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
