The Newborn Screening Business Steward will work with business managers, information technology managers, project managers, and business end users to protect, maintain and manage data and data systems. Steward responsibilities may include: updating data sources, variables, or appropriate use guides; communicating changes in data to users; ensuring appropriate preparation and secure transfer of data; and regularly confirming available variables in the MDH Data Catalogue and for data requests. The Business Steward will also manage accuracy and quality of the data to ensure that it can be used to analyze and inform decision-making while providing high level support in areas including, but not limited to: project management, statutory compliance, and record retention coordination.
Along with completing responsibilities around business stewardship, this position will also serve as a records coordinator and will direct the implementation of a records management program to encompass all forms of information and records management. The goal of the records management program is to ensure compliance with statutory and regulatory requirements, minimize risk and protect and preserve corporate memory and records of essential and historical value. Additionally, the incumbent functions as a liaison to entities including, but not limited to: the MDH Legal Unit, the Office of the Attorney General, the Office of the Secretary of State, and the Office of the State Registrar.
This position currently has the option to telework (must be a resident of MN, ND, SD, IA, or WI), however attendance at in person meetings is regularly required. Future work locations and telework schedules will be based on the business needs of the unit and supervisory discretion. Qualifications Minimum Qualifications
Three years of data or records management experience working in a public health or clinical setting OR four years of professional experience with Newborn Screening work.
Experience must include (and must be clearly stated on the resume to be considered):
Familiarity with federal and state statutory compliance. o Experience in data and/or records governance as well as the ability to provide guidance and direction to program personnel. Ability to query, understand, summarize and present data using software such as Excel, Tableau, R or Power BI. o Ability to analyze and interpret legal and statutory requirements for records management and data sharing. Ability to draft procedure and policy documents and reports to convey complex and specific program information and compliance requirements. Master's degree in Business Administration, Data Science or a related degree may substitute for 18 months of experience.
Bachelor's degree in Business Administration, Data Science or a related degree may substitute for one year of experience.
Associates degree in Business Administration, Data Science or a related degree may substitute for six months of experience. Preferred Qualifications Applicable professional certification such as Certified Data Steward, Data Governance Certification, Certified Data Governance Professional, or Records Management Certification. Skills in taxonomy building and metadata modeling. Experience with developing record keeping and retention systems, policies, procedures, and best practices. Human relations skills sufficient to understand, motivate, collaborate with, persuade, and lead others. Proficiency in computer software applications including office software (MS Word, Excel and Powerpoint), database management software (Tableau, SQL), document control and quality software (MasterControl, iPassport), and laboratory information management systems (Neometrics, Epic). Knowledge or experience related to Newborn Screening. Project management training and experience. Understanding of interoperability security and standards including HL7 messaging. Experience in managing private, non-public data. Excellent verbal and written communication skills, including culturally competent communication skills. Ability to work independently with minimal direction and as a member of a team. Ability to prioritize and complete multiple projects and tasks with a high level of accuracy. Good judgement, integrity, diplomacy, critical thinking, creativity, and problem solving. Additional Requirements
