The Weapons Mission Services Division's (WMS-DO) Facility and Training Compliance (WMS-2) is seeking a highly skilled Learning Specialist to directly support development and implementation of formal training and qualification programs in the highly regulated and fast-paced Associate Laboratory Directorate for Plutonium Infrastructure (ALDPI) directorate.
The Learning Specialist 1 will report directly to the TA-55 Projects Training Team First Line Manager (FLM). The selected individual will perform day-to-day training services for the assigned customer and be a dedicated resource in implementing various requirements and drivers. The chosen candidate will have the responsibility and accountability to execute work that supports important training deliverables while setting the standards for utmost professional behavior and integrity in the workplace.
Key responsibilities include (as assigned):
Working with training developers, customers, stakeholders, and regulators to assure training programs meet customer needs, regulatory drivers, and contractual requirements. As applicable, provide guidance to program users. Supporting development, implementation, and maintenance of compliance-based and complex course materials, specifically extensive use of standard live and web-based training technology, as well as innovative approaches for non-standard needs. Using UTrain on a daily basis to 1) design, build, and implement training program structures; 2) track, trend, and forecast training milestones; and 3) compile data for management reports intended for audiences internal and external to LANL. Independently and as a team, develop and maintain training documents and records, both physical and electronic, following local and institutional procedures. Lead the effort for archiving permanent records in accordance with LANL policy. Performing various administrative functions including routine planning, prioritizing, and scheduling training activities. Collaborating with senior training specialists to resolve training issues; recommending sound, practical alternatives as needed. Assisting with knowledge preservation, capture, and transfer projects in support of learning deliverables. This position will be expected to perform work on-site. Some flexibility to work-from-home can be a consideration. What You Need Minimum Job Requirements Knowledge and Expertise:
Working knowledge and experience with the Systematic Approach to Training (SAT), with particular emphasis on implementation of web-based and remote delivery processes, protocols, and applications (such as Microsoft Teams and WebEx FedRamp). Expert-level experience with learning management systems, records management programs, and document control programs with a demonstrated record of high accuracy, reliability, and independence. Expert level experience successfully supporting advanced and established programs in a highly regulated environment. Performance:
Entry-level experience gathering requirements, performing analysis, developing training products, implementing training, and evaluating outcomes for continuous improvement. Ability to navigate through multiple systems (often concurrently) for effective program implementation. Ability to handle multiple competing priorities in a fast-paced environment. Ability to work independently with minimal supervision, as well as within a team. Accountability:
Experience working with confidential or proprietary information, classified documents or sensitive information, including PII training records. Experience representing individual work products to peers, management, assessors, stakeholders, etc. Understanding of safety and security requirements to individual responsibility and as applicable to training activities. Communication and Customer Service:
Demonstrated expert-level skill with interpersonal, written and verbal communications. Ability to transfer knowledge effectively to both technical and non-technical personnel. Extensive experience in providing customer service. Education/Experience: Requires an Associate's Degree in a related field and 2 years of related experience, or an equivalent combination of education and experience directly related to the occupation. DOE O 426.2: Requires a BA Degree and 1 year of job-related experience. Instructional Analysts/Developers should have a baccalaureate degree in Training or Education. The Instructional Analyst/Developer must have courses in education or training that focus on instructional analysis, design, development, delivery, and testing, as well as evaluation of training programs, if not included in the baccalaureate course material. Desired Qualifications TSQP qualified, or ability to become qualified. Expertise in other nuclear facility-related subject matter areas (e.g., ALDWP operations, radiation protection, nuclear material control accountability, integrated safety, conduct of operations, engineering, maintenance). Experience preparing and/or familiarity with formal preparation of training documents and document control. Active DOE Q-Clearance highly desired. Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management. Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations. 426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer. Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status. Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
