POSITION DESCRIPTION:

This is a full-time temporary position (24-months) with possibility of extension within the Natural Resources Department of the Buena Vista Rancheria. The Environmental Technician (ET) will work under the general direction of the Natural Resources Director and works closely with the Water Program Coordinator to implement a wetland program, and works with the Tribal Historic Preservation Officer (THPO) on historic preservation of Traditional Cultural Resources (TCR). The ET will conduct field assessments, collect environmental data, install, and manage environmental monitoring equipment, assist with data management. Additionally, the ET may assist with writing and developing protocols and management plans, assisting educational programs, project planning, grant reporting, and other duties as required.

DUTIES AND RESPONSIBILITIES:

Assist in the implementation of the Wetland Program at 50 percent of time

Assists in the implementation of the Cultural Resources Management Plan at 50 percent of time

· Work at the direction of the THPO to implement Tribal Cultural Monitoring and Cultural Regulation of AB 52, sec. 106, and other historic preservation notifications work collaboratively with the tribal elders, cultural bearers, and state or federal agencies as needed.

Assist in the planning, development, coordinating, implementing, monitoring of the Tribal wetland, and Traditional Ecological Knowledge (TEK) programs.

Perform environmental data collection, enter data into database, perform QA/QC, and maintain databases

Participate with the THPO in historic preservation notification consultations.

· Protect the confidentiality of sacred and other important sites at the Tribe's discretion.

· Prepares and maintains Sec. 106, AB 52, and CEQA notifications, consolations, and determinations in both physical and electronic files.

Assist in purchasing and maintaining wetland program field equipment, and supplies.

Assist in the development of wetland monitoring and assessment protocols

Assist in report writing

Assist in Tribal community outreach and education efforts

Participate in wetland working groups

Undertaking any other duties assigned or required for any other functions of the Natural Resources Department

DESIRED QUALIFICATIONS:

Experience working with Tribal governments and Native communities

· Excellent communication skills, both oral and written

· Knowledge and experience with the historic preservation procedures following Sec. 106, AB 52, and CEQA and the implementation of tribal cultural monitoring

· Willingness and ability to perform field duties such as water quality sampling, conduct wetland monitoring and assessments

· Experience in environmental data collection and implementation of environmental monitoring protocols

· Knowledge of wetland management and monitoring.

· Knowledge of wetland plant communities

· Experience with GIS and GPS mapping

Ability to work positively with the Tribal community and co-workers in a conscientious and professional manner

Ability to operate standard computer software applications required of the position

· Knowledge of EPA environmental programs

· Knowledge of applicable federal, state, county, and local laws, regulations, and requirements

· Ability to work independently and effectively handle multiple assignments simultaneously.

EDUCATION AND EXPERIENCE:

Possess a bachelor's degree in environmental science, biology, botany, natural resources/environmental management, or other related natural resources science degree is desired or relevant experience. If applying based on experience possess a minimum of 2 years experience performing natural resources/environmental field or management duties, CEQA/NEPA.

ADDITIONAL REQUIREMENTS:

The possession of a State of California Class "C" Valid Driver license is required.

WORKING CONDITIONS:

This position primarily requires working in an office and in the field in an outdoor environment, subject to the elements. Sitting, standing, walking, bending, and lifting are all to be expected in the performance of this job. Travel will be required for completing field duties, attending trainings, meetings, conferences, and tribal community events.
