Work Mode: Onsite Candidate Location: Only local to Arizona Position Description: The Arizona Refugee Resettlement Program (RRP) seeks a highly analytical, collaborative, and motivated individual with strong interpersonal skills to provide comprehensive workforce development services in a new direct service pilot program under RRP.
Under supervision, the position outreaches, administers, and provides direct employment services to refugees and other Office of Refugee Resettlement (ORR) eligible beneficiaries.
Identify the unique needs and cultural barriers that frequently obstruct client's access to employment opportunities and retention Develop a broad range of direct service interventions to assist refugees overcome identified barriers and challenges Collaboratively formulate the development of Employability Plans and update Household Budgets with each Client to overcome barriers to self-sufficiency Provide linguistically and culturally compatible services Locate refugee and non-refugee resources and services to address refugee needs and facilitate refugee access to services with equitable participation similar to non-refugee Arizonans Deliver standard employment services and meaningful interventions to a diverse caseload such as client referral and acquisition , individualized job coaching , soft skills development, interpretation and translation support, interview preparation, employment outreach, sustainable employment placement, post-employment retention services , and source direct service interventions from external partners as required Manage difficult and complex service coordination efforts as part of a coordinated care team with RRP's case management service team, as well as collaborate with mainstream employment services Educate mainstream workforce development staff assisting refugees and will be a resource on programs/laws that impact refugees Fulfill other assigned duties with the Arizona Refugee Resettlement Program and a diverse array of RRP contractors, non-contracted community organizations, mainstream workforce development programs and initiatives, educational institutions, and other groups Provide technical assistance and have experience with workforce and employment service program development, community partnership facilitation and engagement, innovative program design, marketing, and refugee resettlement Interpret and apply federal and state regulations governing programs related to the program area Coordinate resources within and outside the Department and cooperate with other Departments and Divisions on various service deliverables to clients. Consult with appropriate personnel regarding program objectives and accountabilities Analyze and respond appropriately to quickly moving and time-sensitive issues. Frequently engage in interpersonal communication with contractors, community partners, and stakeholders related to workforce development. Implement and maintain tools to collect and analyze data about program and client performance. Skills Required: Assisting with managing cases, establishing and maintaining control over case plans , schedules, timetables, priorities, and agendas Eliciting information and gaining insights into clients and their families through the interview process Strengths-based job development for limited English proficient individuals and those coping with the effects of conflict, oppression, and persecution Counseling and interacting with refugee families in the context of the program Communicating verbally and in writing Establishing and maintaining work relationships with the population served Oral and written communication Interpersonal relations and cross-cultural communications Client evaluation Using a variety of computer software packages (e.g., Excel, Word, databases, PowerPoint, Google Suite, etc.) Skills Preferred: Assist with implementing program policies, procedures, and evaluations, including federal, state, and local regulations. Knowledge of programs, social-economic trends, and behaviors that impact the delivery of human services Common human needs, growth, personality, behavior , and sources of family conflict. Available community resources that may be utilized on behalf of applicants or clients. Cultural, environmental, and community influences on the behavior and development of individuals for incoming refugee arrival groups Principles and processes for providing customer service to refugees . This includes setting and meeting quality standards for services, and evaluation of customer satisfaction. Cultural considerations for incoming refugee arrival groups Employment service techniques, principles, and practices to evaluate and coordinate the delivery of services to refugees and their families. Interviews and gathers information to assess employability and the identification of barriers Experience Required: At least four years of experience implementing mission-driven programming related to workforce development, employment services, direct employment or case management, or other related fields " Systems thinking" approach to organizing data, processes, and people, including the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy Fluency in a second language is a plus (please indicate on your resume). Experience Preferred: At least four years of experience implementing mission-driven programming related to workforce development, employment services, direct employment or case management , or other related fields "Systems thinking" approach to organizing data, processes, and people, including the ability to collect, organize, analyze , and disseminate significant amounts of information with attention to detail and accuracy Fluency in a second language is a plus (please indicate on your resume). Education Required: Preferred: bachelor's degree from an accredited college or university and two years of workforce development experience; OR an associate's degree from an accredited college or university and four years of workforce development.
