Wells College seeks qualified applicants for the position of Director for Title IX and College Compliance. The Director will provide leadership, guidance, and oversight in support of the College's Title IX obligations under a variety of federal and state laws, as well as institutional policy prohibiting discrimination, harassment, sexual misconduct, and retaliation. Reporting to the Dean of Students, the Director will be responsible for the administration, oversight, and the continued development and enforcement of the Title IX obligations for both students and employees. The Director oversees the management of all Title IX investigations and response. As importantly the individual also determines and facilitates education opportunities and training workshops on the topics of Title IX, harassment and discrimination, and related campus and community risks.
Additional responsibilities central to this position include the identification, research, management, and administration of broader compliance programs and responsibilities – including coordination of campus response to infectious disease and other threats to public health and safety. In performing the duties and responsibilities, the Director will work collaboratively with all campus offices and stakeholders. This individual must be able to cultivate and sustain relevant knowledge and expertise to serve as a central resource for all campus stakeholders on matters of compliance inherent to the position's responsibilities.
JOB FUNCTIONS/TASKS: Title IX and Related: Monitor developments and changes in Title IX, NYS Enough is Enough, and other federal and state requirements that impact the College; inform the members of the College's Cabinet and/or other College faculty, staff, and students as appropriate. Lead initiatives to develop, implement, and coordinate strategic efforts aimed at the prevention of sexual violence and other forms of sex or gender-based discrimination. Lead a system for reporting and investigative procedures to ensure complaints, reports, and investigations of sexual misconduct are handled in a prompt, consistent and equitable manner in accordance with federal Title IX and state Enough is Enough regulations as well as College policy. Meet with and/or provide information to students or employees who believe sexual misconduct, assault or discrimination has occurred and assist persons alleging sexual misconduct or gender discrimination in filing their complaint. Work closely with the Athletic Director to develop proactive and comprehensive gender equity plans that include areas for assessment and articulation of measurable outcomes. Ensure that intercollegiate athletic participation, scholarships, and the treatment of athletes complies with Title IX. Work collaboratively with Human Resources and other College departments, as appropriate, to develop effective compliance training programs related to Title IX and NYS Enough is Enough laws, including appropriate introductory training for new employees as well as ongoing training for all faculty and staff outlining their rights and obligations under these acts. Provide ongoing reviews of policies, procedures, publications and practices related to compliance with Title IX, VAWA, SaVE Act, and the Clery Act. Periodically assess the efficacy of the College's compliance with Title IX, VAWA, SaVE Act, and the Clery Act by conducting audits of regulatory requirements and taking appropriate action to address any systemic patterns or problems identified.
Work collaboratively with the Director for Campus Safety to ensure that appropriate Memorandums of Understanding, policies, and procedures are in place for engaging with local law enforcement and coordinating with local victim health, care, and advocacy organizations and service providers.
Coordinate and/or oversee the development and implementation of annual assessments and/or survey including a campus climate survey, analyzing data collected by the climate survey to assess the rates and nature of sexual misconduct, any location hot-spots or risk factors, knowledge of the College's sexual misconduct policies, procedures and resources, the consequences of violating such policies, and the effectiveness of the College's efforts to ensure that the College is free from sexual misconduct. Identify, train, and supervise t a campus-wide team of deputy Title IX coordinators and other designated support providers in service to the Title IX response and hearing process.
College Compliance Related: Monitor developments and changes in federal, state, and local COVID-19 or other infectious disease compliance requirements that impact the College; informing members of the College Cabinet and/or members of the campus community as appropriate.
Create and maintain a master schedule of College compliance reports and actions the College must satisfy, indicating the offices responsible, due dates, and the entities to which compliance reports are submitted. Inform responsible offices of their requirements and deadlines. Identify potential areas of compliance vulnerability and risk, and develop corrective action plans for resolution of problematic issues, providing general guidance on proper controls. 
Develop, maintain, and revise policies, procedures, and practices to ensure compliance with applicable federal, state, and local laws and to reflect best practices.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrated knowledge of Title IX, VAWA, SaVE Act, Clery Act, NYS Enough is Enough and other applicable laws and regulations for educational institutions receiving federal assistance. Ability to effectively manage multiple, diverse and complex duties simultaneously. Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies. Strong written and oral communication skills; proficient computer skills; Ability to guide, advise and support the training and learning process with respect to Title IX, VAWA, NYS Enough is Enough law and other College compliance requirements. Excellent attention to detail, strong problem-solving skills, the ability to deal with confidential and sensitive information. Ability to build relationships and establish collaborative partnerships across the institution and with partner agencies. Demonstrated commitment to diversity and inclusivity, as well as the ability to work with a wide range of constituencies (staff, students, faculty, parents, administrators, alumni, trustees, guests) with diplomacy and tact. Strong interpersonal skills and the ability to remain a neutral party. Ability to act independently, take initiative and exercise sound judgment. Night and weekend responsibilities during specified times of each semester and summer QUALIFICATIONS: Required: Master's or other advanced professional degree. Minimum of 3 years professional experience in higher education administration, human resources, student affairs or other relevant field; experience with managing compliance. Specific professional experience responding to incidents of sexual violence and compliance with Title IX and related regulations and laws.  Demonstrated success in working with diverse populations and supporting diversity, equity, inclusion, and access.  Effective leadership and management skills, including interpersonal, organizational, and analytical skills. Ability to handle sensitive and confidential matters discreetly. Ability to meet and enforce deadlines, take initiative and work independently to carry out complex assignments. Ability to work effectively with campus stakeholders essential to position success and College compliance. Preferred: Experience as a Title IX Coordinator or Deputy Coordinator.
