Description

With a One Agency Perspective, the Assistant Director, Housing Navigation, collaborates with the Director, Housing and Housing Strategy, while leading the Housing Navigation case management team, working closely with housing location and shelter operations, to enhance participant success in obtaining permanent housing. The Assistant Director supports the Housing Navigation team in delivering housing placement/navigation services for individuals and families, including participants with both diagnosed and undiagnosed co-occurring mental health/substance use disorders. The Assistant Director utilizes crisis response/intervention, harm-reduction, and trauma-informed care principles to guide intensive case management services. The Assistant Director's knowledge and understanding of relevant resources is oriented toward individual/family resilience.

The Assistant Director has responsibility for systems development and enhancement in department organization, budget monitoring, hiring/recruiting, contractual outcome management and data analysis with a focus on team development to support staff members and enhance agency culture. The Assistant Director assesses and articulates critical program needs to the Director, Housing and Housing Strategy and collaborates with the internal network and external partners to maintain professional relationships and communicate effectively using shared tools provided by the agency. The Assistant Director ensures compliance with policy and procedures, implements best practices, and supports Performance Quality Improvement (PQI) for program improvement.

The Assistant Director, Housing Navigation is responsible for the following programs:
Housing Navigation
Contracted Housing Navigation Coordinated Entry requirements in Sonoma County
Housing Subsidy and Rapid Rehousing operations/programing

Essential Functions
Responsible for program planning, organizing, operating, and staffing of assigned programs. Work to strengthen programing and streamline Ensure that all service sites have adequate standard and emergency staffing for delivery of services.
Assist in the development and management of all assigned budgets, including monthly review of revenue and expense Manage all grant funding requirements. Make ongoing recommendations for improvements in efficient program performance, operations, and reductions in program expenditures where possible.
Assist with administering grants including Housing and Urban Development, Continuum of Care, Emergency Solution Grants, local grants, and private foundations. Assist the Director, Housing and Housing Strategy with administration of Community Development Commission's programs.
Oversee and approve monthly, quarterly, and annual reports for the programs and for statistical analysis of activities as required by the Assist with requests for data and reporting to ensure compliance with grants and funding requirements.
Develop, evaluate, and manage supervisory staff working in assigned Ensure supervisors and program staff members are aware of and use agency policies and procedures in the daily operations and administration of programs.

Measure performance and improve quality of services in all department Lead and implement performance and quality improvement process in compliance with agency's process.
Provide professional development with a focus on providing a soft and hard skill training program to increase the proficiency of staff members, increase service to participants, handle volatile situations, and maintain personal
Conduct routine staff meetings and training sessions; document according to agency procedures. Work to create ongoing opportunities for staff members to provide feedback on program operations.
Work closely with agency senior staff leadership and other staff members to ensure positive working relationships with other departments and programs.
Identify, summarize, and articulate critical program needs to the Director, Housing and Housing
Develop a yearly Professional Development Plan in collaboration with the Director, Housing and Housing Strategy, based on performance reviews, agency needs, and advancement of knowledge and skills in job related areas.
Support the Mission, Vision, and Values of Catholic Charities in the performance of all essential job functions and responsibilities.

Education, Experience, and Skills Required
Bachelor's degree, and a minimum of four (4) years of experience with increasing responsibility in human services, preferably with individuals or families experiencing homelessness, experience effectively leading operational team and managing professional and support staff, required. Master's degree preferred. An additional four to six years' experience working with individuals and/or families experiencing homelessness or other marginalized populations, may be substituted for a degree.
Successful experience in non-profit social/human services with an emphasis on managing non-profit shelter and housing programs, budgeting and expense monitoring and grant administration. Demonstrated ability to manage complex program budgets.
Demonstrated experience in designing and launching new programs and/or initiatives relevant to homelessness and housing, requiring coordination and collaboration across several programs/departments.
Aptitude for providing an overall business operational perspective to the management of housing navigation, housing location, Coordinated Entry Access and case conferencing, to meet organizational goals and performance expectations.
An understanding of and/or desire to learn about the causes of homelessness and responsiveness to the needs of people experiencing homelessness.
Demonstrated experience mentoring, coaching, and evaluating professional and support
Computer literacy required including experience with Microsoft 365
Strong written and verbal communication skills; organization, conflict resolution and problem-solving
Excellent interpersonal Cooperative, friendly, proactive, and helpful attitude with clients and co- workers. Ability to work closely with clients and other employees to ensure a positive and constructive environment within the program, department and agency.
Passion and enthusiasm for the mission of Catholic Charities and its
Valid driver license and at least state required minimum of automobile insurance, clear DMV driving record and ability to provide own transportation. Must be willing and able to travel between agency sites.
Must pass DOJ background clearance (fingerprinting) before employment in accordance with the Diocese of Santa Rosa's policies.
Bilingual (English/Spanish) preferred, but not required.
