Position Description: The Vice President, Federal and International Affairs will lead the Council's lobbying and federal agency activities relating to the federal marketplace, including federal contracting policy and market opportunities. The position also promotes U.S. engineering industry policies, priorities, and market opportunities in the international sector, working with Congress and international agencies as well as educating ACEC member firms about global affairs impacting U.S. engineering interests.
The position will report to and work closely with ACEC's Executive Vice President. Duties: 1.Lead lobbyist working with Congress and federal agencies on issues involving federal procurement policies as they pertain to the A/E industry, with particular emphasis on contracting out and preserving and expanding qualifications-based selection (QBS).
2.Lead lobbyist advocating on issues affecting international markets and programs, working with Congress and relevant agencies to promote and protect the interests of the engineering industry.
3.Act as a resource to ACEC state organizations and member firms on international and federal contracting policies and market opportunities.
4.Work with advocacy staff to design the ACEC/PAC budget to support lawmakers critical to federal and international markets and issues, advise other in-house lobbyists as appropriate, and support other ACEC initiatives as needed. Qualifications: •Candidates for the position should have strong experience in working with congressional committees and federal agencies.
•Have knowledge of the Federal Acquisition Regulations (FAR).
•Have interest in foreign affairs and the global economy and its impacts on U.S. businesses.
•8-10+ years Capitol Hill, agency and/or related industry experience required.
•Knowledge of the engineering industry a plus.
•Bachelor's degree required, Masters or JD preferred.
