Full job description DESCRIPTION OF POSITION: The Utility Billing Coordinator is a full-time hourly position whose main responsibility is to process the monthly utility billings for water, sewer, trash services, and miscellaneous bills. This position is responsible for daily operations of the billing function, customer service; preparation of all utility billing activities, including distribution, adjusting bills, reviewing UB activity reports, computer entry to correct billing errors, and to set up utility billing accounts for City's current and future utilities. Other duties include, but may not be limited to, posting payments, processing water loans, and answering phones, and potentially assisting with taxes and elections. This position works independently and performs quality control on utility billing reports and related information; therefore, accuracy and efficiency are critical to performance. Position must provide leadership and accountability for all day-to-day operations within Utility Billing. Serve as primary contact for solving customer inquiries and billing discrepancies.

JOB RESPONSIBILITIES: Customer Service - communicate with the public in a positive, helpful manner regardless of the attitude of the customer. Conducts and monitors data transfer between the Harmony and BSA programs. Has a knowledge of the Utility Billing, Tax, Misc Receivable, Delinquent Personal Property, and Cash Receipting Modules of BSA. Coordinates with meter reader and customer service staff regarding service problems, utility disconnects/reconnects of service, new account set-ups and other generated work orders. Prepare and process monthly customer bills, late notices, and shut offs. Edits, corrects, and approves meter readings in the computer system. Oversees all utility billing information, reports, computer runs for accuracy and makes necessary adjustments for corrections. Sends utility billing file to outside vendor for processing/mailing of bills and late notices. Develops and maintains timely procedures for utility bills, delinquent billing reminders and service disconnects. Reviews general ledger summary reports to ensure proper postings. Maintains monthly activity reports of bills, reminder notices, turn-on and turn-off for service, and other utility billing activity. Maintains and updates master and control files for the utility billing computer module. Works with customers and customer service staff to resolve any billing errors and problems. Assist customers in understanding the utility bills, and also applying for assistance when bills can't be paid. Assists residents in person to receive and post payments, and all other reasons. Works with IT services on computer software installation, testing, and upgrades. Works with other departments to coordinate new construction meter installations and service requests. Filing, copying, computer data input as needed. All other duties assigned as deemed necessary. REQUIRED QUALIFICATIONS: Must be a United States Citizen. Must be at least 18 years of age. Be able to speak, read and understand English. Be computer literate and have basic knowledge of Microsoft Office Have an Associate's Degree or 2 years or more work experience in collections, sub-professional accounting, or general office work with a concentration on utilities and customer service. PREFERRED QUALIFICATIONS: Previous experience relating to utility service billing. Previous experience working with governmental software, especially BS&A. Previous experience working for a local governmental entity. HOURS & JOB TYPE: The work schedule is Monday-Friday, from 8am-5pm, with 1 hour for lunch.
COMPENSATION: The pay range is $17-$20/hour based on experience and qualifications. The City of Greenville offers an excellent benefits package and retirement plans.
