The University of Iowa Community Clinics (UICC) is seeking a

Human Resources Recruitment Specialist

to support our growing UI Community Clinics. This position is

responsible for managing the full recruitment cycle and will partner with the hiring manager/executive to establish position criteria/qualifications and overall talent sourcing strategy.

The HR Recruitment Specialist

will assist with recruiting, complete background and reference checks, verification of licenses/certifications mandatory for position, onboarding, and ensuring compliance of hired staff. UICC provides comprehensive care throughout the State of Iowa and

provides comprehensive care to the Iowa City community and beyond. With many community clinics, including Quick Cares and Urgent Care, in the Muscatine, Riverside, and Iowa City corridor, UICC is home to providers and staff that provide comprehensive care outside of the hospital setting and give the community a sense of care whenever they need it most.
The human resources recruiting specialist will collaborate with supervisor and other HR professionals to interpret and promote human resource compliance with routine policies/procedures, carry out strategic initiatives by providing services and/or program support, review, edit, and approve transactions. This position will make recommendations for system changes and improvements, assist end users in system access/functioning, as well as understand and work with positions with labor contracts, laws, and practices along with developing creative solutions to business issues/challenges.

Position Responsibilities:
Serve as an administrator for all assigned job searches, s

creen resumes

and participates in candidate interviews. Provide expertise of institutional policies and guidance for interview questions, assuring compliance with applicable regulations.
Source potential candidates through a variety of methods. Screen potential applicant qualifications in connection with the job requirements.
Partner with

hiring manager/executive

to implement programs designed to recruit, retain, and engage employees.
Actively search for potential candidates through online databases, academic networks, and industry events.
Manage and administer the full recruitment life cycle for merit, SEIU and difficult to recruit position openings in a consultative manner.
Advises and provides recommendations to

hiring manager/executive

on classification placements/reviews, new hire salary recommendations, equity reviews, etc.
Recommend improvements and strategies for reducing time-to-hire and recruitment related turnover. Review opportunities for leveraging talent acquisition expertise across the enterprise to other internal clients.
Conducts research and analyze data pertaining to recruitment, turnover, staffing patterns, labor markets and demographics to effectively maximize utilization of resources as directed.
Reviews, edits and approves HR workflow transactions; provide guidance and oversight to department HR staff on HR transactions and metrics.
Promote diversity and education of related policies/procedures as outlined by UI Health Care and University guidelines .

40 hours per week, Monday – Friday, variable hours between 8:00 AM – 5:00 PM

A Bachelor's degree in Human Resources Management or Business Administration or related field, or equivalent combination of education and experience.
Experience Requirements
Minimum of one year of experience in human resources with recruitment responsibilities.
Minimum of one year of experience in an applicant tracking system.
Demonstrated excellent verbal and written communication and interpersonal skills.
Demonstrated experience with commitment to providing excellent and timely customer service.
Previous experience in a fast-paced work environment (high volume recruiting is highly desirable).
Must possess strong organizational and analytical skills and attention to detail.
Demonstrated proficiency with Microsoft Office and computer software applications.
Driver's License and ability to meet UI Fleet Safety Standards.
Desirable Qualifications
Prior experience in a large, complex organization.
Prior experience with high-volume recruitment.
Ability to be organized, flexible and multi-task in a high volume and fast-paced environment.
Knowledge of University policies, procedures and HR systems.
