JOB SUMMARY Northwest Portland Area Indian Health Board (NPAIHB) The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972.
Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington. Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.
Led by our Board of Directors, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Position Summary The Clinical Support Services Division Director (Clinical Division Director) leads the Northwest Portland Area Indian Health Board's Clinical Projects Team growing of 35 public health professionals who support research, evaluation, training, technical assistance, and resource development to promote and advance Tribal clinical program health. The Division Director works closely with Tribal, urban and Indian Health Service (IHS) facilities, Tribal and community-based partners, Tribal communities, state and federal funding agencies, Indian Health Service and other federal agencies, and State Health Departments.
The Clinical Division Director leads a team of change agents whose work is rooted in NPAIHB's values and walks alongside one another on the path of restoring the human spirit through collective action and communal care. They supervise seven (7) Clinical Support Services Project Directors, and serve as part of the NPAIHB Management Team.
The Clinical Division Director is also tasked with oversight of the P.L. 93-638 HIV & STI funding, as well as federal, state & private funding for the Clinical Support Services Division (including funding managed by Clinical Support Services Project Directors). The Clinical Division Director ensures deliverables are met and alignment with both NPAIHB's strategic plan and Tribal priorities in division-level grant writing, budgeting, and reporting. The Clinical Division Director is expected to serve as a Principal Investigator (PI) on clinical research.
This position is based at NPAIHB's offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 20% of the time. The Clinical Division Director reports to the Deputy Director.
This position may be able to offer some flexibility for the right candidate, such as a flexible worksite location and FTE status.
Essential Functions Clinical Division Excellence and Success Creates and maintains an organizational culture of professional excellence, integrity, and rigor Promotes collaboration and compliance between projects, partners, and funding agencies to meet all goals and objectives for each grant's fiscal period and the larger strategic plan of the NPAIHB Engages and supports staff in project management for effective monitoring of all project work plans and timelines Employs effective, goals-based approaches to keep staff motivated and focused Cross-communicates with other divisions within NPAIHB to de-silo information and engage teams of professionals in training and technical assistance which enlighten Tribal health staff on culturally appropriate prevention and treatment strategies Ensures human subjects protections and IRB compliance meets or exceeds standards for clinical-based research, surveillance, and evaluation Supports unique Tribal provider education within formal systems and Tribal training structures, and acts as a lecturer, instructor, or preceptor as appropriate Establishes and maintains relationships with Portland Area IHS and Tribal health program leadership and staff to enhance broad regional participation in projects Represents NPAIHB and its projects at state and national meetings and workgroups Supervisory Responsibilities Supervises Clinical Support Services Division Project Director staff, including assisting with hiring, preparing performance evaluations, reviewing work plans, and assigning and reviewing new projects Coaches staff to identify and coordinate their training and professional development needs Ensures that the project and staff are following organizational policies, procedures, and directives, requirements of IRBs, partnering agencies, and other relevant parties Completes staff performance evaluations within 30 days of employee's anniversary date, and within 30 days of the completion of employee's six-month probationary period as applicable Works closely with Human Resources on disciplinary procedures as outlined in the Program Operations Manual NPAIHB Management Team Participates in and supports all planning activities-both institutional and programmatic, including strategic planning Works collaboratively to create an organization that is proactive and able to process decisions, authorizations, transactions, and services effectively, efficiently, and consistently Brings concerns or issues raised by direct reports and/or Division staff to Management Team, as well as proposed solutions, for discussion at Management Team meetings As a Management Team member, participates in review and development of NPAIHB policies and procedures Provide updates to the Executive Director and/or Board of Directors and its Committees as requested by the Executive Director Assist with special projects as assigned by the Deputy Director and/or Executive Director Reporting Functions Oversees the preparation and submission of all required project reports within the Clinical Division Drafts or reviews project-related external contracts Engages staff in the collection of pertinent data to meet reporting requirements Oversees budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agencies Reviews activity reports for NPAIHB Delegates (for Quarterly and ad hoc Board Meetings), the Deputy Director, eMar, and funding agencies Other Duties Reviews and recommends grant writing activities on behalf of NPAIHB, including submission of new grant proposals to fund additional clinical and behavioral health promotion activities based on Northwest Tribe's needs and priorities As appropriate, acts as the Primary Investigator (PI) on clinical research grants Oversees submission of project articles to NPAIHB's Health News and Notes Quarterly Newsletter Performs other duties as assigned by or PhD in Medicine, Behavioral Health, Public Health, Social Science or related field is required Minimum of five (5) years' experience practicing in their field At least five (5) years of professional experience working with Tribes, Tribal Organizations, or Tribal health clinics; direct experience working with Northwest Tribes is a plus Demonstrated knowledge of the Indian Self-Determination and Education Assistance Act, Indian Health Care Improvement Act, and other relevant Indian health policy and legislation At least two (2) years' experience in Indian Health Policy advocacy Experience and orientation toward mentorship Must have excellent research and analysis skills Strong technical writing skills and the ability to produce polished writing under a deadline Must be able to work with minimal supervision, exercise initiative, and make independent decisions and recommendations Experience in the planning, organization, implementation, and follow-up of public health-related coalitions highly preferred Experience preparing written reports is required Must have the ability to make professional oral presentations in settings at the national level, regional level and community level, as well as in Tribal settings Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs) is required Must have the ability to complete tasks in a timely and accurate manner Must have excellent interpersonal skills Must be sensitive to cross-cultural differences, and able to work effectively within their context Must demonstrate discretion, tact, knowledge, judgment, and overall ability in working effectively with federal, Tribal, and other professionals and facilitating participation and partnership in the activities of the program Must be able to travel frequently (approximately 20% of the time) Work Conditions Physical Demands Frequently involves sedentary work: exerting up to 10 pounds of Occasionally requires raising objects from a lower to a higher position or moving objects horizontally. Occasionally requires stooping which entails the use of the lower extremities and back muscles. Infrequently requires crouching.
Typical Environmental Conditions The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
