JOB POSITION SUMMARY: The primary responsibility of the position is to lead the effective management and continuous improvement of student transportation operations and services. The Transportation Supervisor is responsible for directing the daily operations of the transportation department, to assure safe and efficient pupil transportation, vehicle maintenance, vehicle acquisition, routing, scheduling, and fiscal responsibilities in support of the school district's instructional and extracurricular programs for students. This position requires strong, proven organizational, problem-solving, and human relations abilities.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Provides leadership to the Transportation Department on all day-to-day operations. Monitors daily operations to assure that work is performed efficiently and in accordance with appropriate laws, regulations, policies, procedures, and guidelines. Oversees all aspects of the daily bus and bus maintenance operations. Facilitates staff trainings and provides annual in-service. Resolves daily operational problems and emergencies while coordinating with the Superintendent/designee. Performs road checks during periods of inclement weather. Provides recommendations to the Superintendent regarding changing school schedules, including school cancellations due to weather conditions. Responds to routine personnel questions or concerns in compliance with the collective bargaining agreement and district policy. Establishes and maintains positive customer relationships with parents, schools, and departments and resolves concerns. Coordinates and provides input in the district transportation services, routing and scheduling efforts. Coordinates the district's transportation driver program, collision investigations, safety programs, drug and alcohol testing, bus driver performance evaluations and staff development. Coordinates with the bus maintenance staff to prepare for annual state bus inspections and resolves any inspection issues.
Collaborates with a variety of personnel from other departments, districts, state agencies and organizations relating to pupil transportation. May assist in the collective bargaining process applicable to the transportation department by providing recommendations and input. Administers the collective bargaining agreement. Meets regularly with Superintendent/designee to provide information on operational issues, including changes in pupil transportation regulations and guidelines. Assists and/or coordinates with the development of policies and procedures, system upgrades and implementations, and departmental staffing changes. Responsible for completing all transportation-related state reports. Manages bus and other vehicle purchasing plans. Comply with all district policies and the Code of Professional Conduct. Performs purchasing duties in compliance with district policy and procedures. Participates as an effective member of the district management team. Continue professional growth, formulate goals, seek feedback, apply new skills, and participate as a team member with colleagues. Develop and maintain approved bus routes and timetables. Assess incidents and complaints related to safety issues, transportation routes, legal issues, and department staffing, among others, for the purpose of resolving or recommending a resolution to the situation. Develop and maintain the Transportation Department's operating budget. Monitor budget allocations, expenditures, fund balances, and related financial activities for the purpose of ensuring that the budget and allocations are accurate, and that revenues and expenses are reflected. Monitor the management, development, and revision of school bus routes, bus stops, and map upgrading. Track, monitor and utilize department and District data to improve efficiencies. Attend industry-related conferences and workshops as permitted, review current developments, literature, and technical resources for information related to job responsibility. Ensure strict adherence to all safety rules and procedures. Follow all federal and state laws, as well as School Board policies. At least five (5) years experience in a management capacity, preferred. Prior experience in school transportation. Prior experience with automated bus routing/scheduling systems. Develop a culture of responsiveness to all parent, department, and district issues/inquiries. Excellent written and oral communication skills. Ensure proper school vehicle driver pre- and post-trip safety inspections. In accordance with state and local regulations, plans and administers an efficient vehicle maintenance program that ensures school buses, activity buses and other system-owned vehicles are mechanically safe and sound to operate. Coordinates with principals and other administrative staff in the planning of school bus routes and the dissemination of bus route information. Effective communicator and problem solver regarding inquiries and complaints when working with and dealing with community. Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations. Considerable knowledge of the principles of supervision, organization and administration. Ability to operate standard office machines and popular computer-driven word processing, spreadsheet and file maintenance programs. Ability to plan, direct and coordinate the work of drivers, mechanics and secretaries. Ability to exercise independent judgment and initiative in applying standards to a variety of work situations. Ability to make oral presentations before the Board of Education, administrative staff, drivers, parents, and media. Ability to establish and maintain positive and effective working relationships as necessitated by work assignments. Performs other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
1. Knowledge of safety standards, laws, codes, rules, regulations, policies, and procedures relating to pupil transportation.
2. Knowledge of the principles and practices of pupil transportation planning, scheduling and route development.
3. Knowledge of the principles, practices, and techniques of vehicle maintenance and related safety and legal standards.
4. Knowledge of and ability to transmit safe driving and preventative maintenance practices.
5. Demonstrated leadership of transportation needs of special needs students.
6. Knowledge of effective methods of program development, implementation and evaluation of methods, practices and techniques.
7. Knowledge of the principles and practices of supervision of staff.
8. Skills and ability in organization, time management, task prioritization and recordkeeping.
9. Skills demonstrating high level of integrity, commitment, and work ethic.
10. Ability to plan, organize, and oversee work schedules and work performance.
11. Ability to provide transportation staff with in-service/professional development opportunities to increase proficiency in their field of expertise.
12. Ability to work well under pressure and use sound judgment, including appropriate handling of confidential matters.
13. Ability to analyze complex situations and synthesize diverse information.
14. Ability to provide guidance and direction to staff and promote a team environment.
15. Ability to facilitate and promote conflict resolution.
16. Ability to collaborate and communicate effectively with other professionals in a team setting.
17. Ability to interact positively and effectively with students, staff, and administrators.
18. Ability to use computers, electronic equipment, and transportation software to fulfill job functions.
LICENSING/CREDENTIAL AND/OR EDUCATION REQUIREMENTS
At least five (5) years experience in school district transportation operations, preferred, with at least one (1) year experience hiring and supervising staff.
PHYSICAL REQUIREMENTS
Ability to stand, walk, and sit frequently or for prolonged periods of time. Additional physical abilities include lifting/carrying/pushing/pulling, stooping/crouching, reaching/handling, talking/hearing conversations, and near/far visual acuity/depth perception/color vision/field of vision. May be required to lift 60 lbs. and work in an environment with exposure to petroleum fumes and work occasionally outside. May be required to work flexible hours including early morning and late evenings.
