OVERALL JOB OBJECTIVE
Under direct or general supervision, performs a variety of entry level to skilled street maintenance and repair tasks in the areas of maintenance, construction and equipment operation for City of Boulder transportation corridors, and performs related duties as required.


Transportation Maintenance Technician I: Under direct supervision, performs entry level to semi-skilled tasks.


Transportation Maintenance Technician II: Under general supervision, performs semi-skilled to skilled tasks.


Transportation Maintenance Technician III: Under general supervision, provides staff direction, daily coordination of activities, and performs skilled to semi-skilled tasks.
Job Description: DUTIES AND RESPONSIBILITIES The following explains the expectations with additional information for Maintenance Technician III
1. Supports and performs maintenance and repairs of the City of Boulder Transportation & Mobility system for streets, including but not limited to the following:
Street Sweeper Operation: Operation and maintenance of mechanical street sweeper units for city streets. Changes sweeper brooms and hauls sweeper debris to designated location. Sweeps on-street bike lanes and streets on a regular basis, sometimes early mornings to minimize traffic impacts. Streets and Right-of-Way Maintenance: Patching and pothole repair; overlaying, chip and seal preparation; snow removal and applying de-icing materials; trash and tree limb removal; sweeping, hauling and other associated tasks; right-of-way structure repair; prepares, screens, and/or disposes of materials; alley grading and maintenance. Removal of deceased animals in right of way.
2. Uses tools and equipment in the performance of maintenance tasks and may perform minor and preventative maintenance on equipment and vehicles. (For more information; see the Required Minimum Qualifications and Working Conditions sections below).


3. Willingness/ability to respond to 25% after hours work during irregular hours, weekends, evenings, holidays, and emergencies.

5. Must Respond to 100% of snow shifts when called from September through May.


6. Actively promotes a safety culture by observing and following all city and department safety procedures, regulations and policies and assists in ensuring others do so in order to promote a safe work environment and prevent injuries and illnesses.


7. Success measures include:
Enforces and adheres by organizational policies, rules and safety regulations related to persons using city vehicles, equipment, and public works facilities. Ensures safe public spaces while completing work tasks and raises safety concerns to appropriate supervisors or contacts. Identifies addresses or elevates any health and safety risks within the public works facilities. Responsible for the safety of self, others, materials, and equipment and uses all required personal protective equipment (PPE). Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Does not operate a vehicle or equipment in an unsafe manner, including avoiding the use of a cell phone. Reports all injuries, accidents and damage to City property to their immediate supervisor on the same day that they occur. Adheres to all MSDS requirements when using chemicals and is fully aware of the product specifications and required PPE. For Maintenance Technician III.  Also, trains and supervises temporary staff in safe operation of equipment/vehicles.
1. Facilitates good communication with co-workers and supervisors. This includes:
Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise. Communicates important information from supervisors and other City officials to co-workers and employees. 2. Maintains accurate records of work performed and materials and equipment used. May use a computer to log information.


3. Remains generally alert to conditions and events occurring on public right of ways indicating anticipated or needed repairs and report such conditions to supervisors.


4. May interact with members of the public in the field to provide information and customer service. Provides input into responses to inquiries from the public and/or internal departments/requestors.


5. Participates as a member of a team.
Demonstrates a strong work ethic. Treats co-workers and supervisors with respect and courtesy. Contributes and gives input to the team. Recognizes the needs of team members and maintains a fair share of team's workload. Works effectively on a team and promotes teamwork when directing seasonal or temporary workers. 6. May assist in maintaining the Utilities infrastructure system.
For all technician levels. Other:
Performs related duties as required to meet the needs of the city. Takes good care of the City's equipment, clothing, and resources. Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Demonstrates behavior in accordance with the City Values.
Generally, duties and responsibilities are listed from most to least critical or time consuming.


REQUIRED MINIMUM QUALIFICATIONS: Education: Basic mathematic, written, and spoken communication skills.



Experience/Licenses and Certifications: Maintenance Technician I
At least one year of experience in outdoor maintenance or construction in streets or landscape, or equivalent combination of education, training and experience. Within nine months of hire, obtain a valid Colorado Commercial Driver's License (CDL) with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
Completion of the following certifications and trainings within nine months of the hire date:
Possession of or ability to obtain Flagger certification-ATSSA (American Traffic Safety Services Association) or equivalent certification as a traffic flagger. Possession of or ability to obtain First Aid/CPR/AED certification (through Red Cross or equivalent accredited institution). Heavy equipment operator: front-end loader and skid steer loader safety training certification. Learn to run a variety of streets/landscape equipment. City of Boulder vision, values and policies. Basic asset management knowledge. Hot mix asphalt work experience. Basic knowledge of safe use of hand tools, commercial and light duty vehicles, outdoor power equipment, and trailers. Ability to learn and implement safety practices including situational awareness. Maintenance Technician II
Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the Maintenance Technician I. At least two years of experience in streets or landscape maintenance and one year experience with snow removal, or equivalent combination of education, training and experience, which includes:
Heavy Equipment Operator safety certificate – backhoe. Asset management software knowledge Computer proficiency including E-mail/calendar/MS Word and iPad or other mobile devices Experience with front-end loader and skid-steer loader. Paver, Compactor/Roller Best management practices (streets) Forklift operation certificate Completion of the following RMAEC seminar (or equivalent): Asphalt Pavement Maintenance and Repair. Possess a valid Colorado Commercial Driver's License with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions). Chain saw safety and operation training. Keep It Clean Partnership training. Excellent customer service and communication skills with the ability to deal tactfully and effectively with the public and co-workers in stressful situations. Maintenance Technician III
Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the Maintenance Technician II. At least four years of experience demonstrating a strong knowledge of street or landscape maintenance operations and thorough knowledge of snow removal operations, or an equivalent combination of education, training and experience, which includes experience with:
Snow operations including loader-mounted snow blower. Ability to provide supervision and oversight to contractors. Ability to operate motor grader while supervised. Possession of or ability to obtain ATSSA or equivalent certification as a traffic flagger and Traffic Control Technician (TCT) within 9 months of hire. Ability to plan work activities, to provide performance feedback, and to plan schedules to meet objectives and goals of mission statement, and to keep accurate and timely records of work performed. Valid Colorado commercial driver's license (CDL) with these endorsements: B (26,001 or more pounds) or A (Combination 26,001 or more pounds and trailer 10,001 or more pounds); N (Tanker); and without L (airbrake restrictions). Ability to read and review plans/blueprints, provide work direction and ensure work performed meets specifications. All Maintenance Technician Levels: Valid driver's license. Have and maintain an acceptable motor vehicle record and criminal history. Basic knowledge of computers including use of personal computers and/or Smart Phones and E-mail functions. Ability to safely operate a variety of hand, power, and long handled tools and equipment to perform installation, maintenance, and repair tasks, including but not limited to: compactors, air compressors, and to operate equipment while working in and around moving traffic. Ability to perform a wide range of physical and manual tasks in an outdoor environment in all types of weather. Ability to use all required safety equipment. Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing, walking, bending, and kneeling. Upper body strength to lift and carry equipment and supplies as needed. DESIRED QUALIFICATIONS AT TIME OF HIRE– In addition to the required minimum qualifications: Maintenance Technician I Flagger certification. Experience with front-end loader, skid-steer loader, or other motorized equipment. Basic asset management software knowledge. Experience with snow operations. Hot mix asphalt work experience. Experience in heavy construction. Ability to read blue prints and other construction drawings. 

Maintenance Technician II Asset management software proficiency. Air compressor, compactor. Training on the City of Boulder Keep it Clean Partnership (Storm water protection). OSHA 10- or 30-hour training. Level III Experience leading and coordinating team work. Loader mounted snow blower operation. Ability to read plans, provide work direction and ensure work performed meets specifications. CDL with these endorsements: A- combination; N (Tanker); and without L (airbrake restrictions). Knowledge of City of Boulder design criteria and standard specifications. SUPPLEMENTAL INFORMATION: WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions:
In addition to the information listed in the required minimum qualifications section.


Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to operate equipment, and review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions and in confined spaces and to operate equipment while working in and around moving traffic. Upper body strength to lift and carry equipment and supplies as needed. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.


Work Environment: Works outdoors in a variety of weather conditions in and around moving traffic, and in confined spaces. Works in a setting subject to continuous interruptions and background noises.


Machines and equipment used include, but are not limited to the following: Hand and power tools, long-handled tools, jackhammer, chainsaw, tamper, grinder, compressor, safety devices, utility truck, single and tandem-axle dump trucks, backhoe, loader, two-way radio, telephones, calculators, and copy/fax machines.
