Salado Isolation Mining Contractors (SIMCO), an LLC of Bechtel, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as an ES&H Technician to join our team located in Carlsbad, NM.
The successful candidate will provide support to the Environmental Management Program. Must follow all applicable radiological, operational and safety procedures, federal regulations, and company policies. Conduct frequent inspections of work area to assure that safe working conditions are maintained. Promptly report any hazards or unsafe conditions to management. The successful candidate will be required to have 40-hour MSHA Underground, Electric Cart, Rad Worker II, and Hazardous Waste Worker. Must be able and willing to work underground. Must be able to obtain forklift qualifications. Schedule may include overtime and weekend work.
Duties include, but not limited to:
Volatile Organic Compound Sampling Technician – conduct sampling at various locations multiple times per week. Conduct equipment maintenance and control, including equipment rotation, if applicable, to the specific monitoring, and requirements. Work within VOC monitoring database. Cattle fence repair, WIPP fence repair, and gate repair. Signage installation and replacement within the 16 sections and WIPP access roads, including property boundary signs. Inspections of WIPP access roads for road hazards and removal of the hazards; for instance, maintenance of the access roads by collection of debris and trash. Land maintenance as needed (e.g., reclamation, mowing, clearing of brush and weeds). Oil and Gas Surveillance: Inspect oil and gas operations along the one-mile buffer of the WIPP 16 sections for spills or pipeline blowouts to make sure there is not contamination of WIPP lands. Requires inspection of oil, gas, injection operations and noting observations on field checklists. Data obtained is provided for the quarterly oil and gas report, which is a DOE deliverable. Inspection and confirmation of locations for new oil and/or gas well drilling operations to satisfy EPA Compliance Recertification and Bureau of Land Management Memorandum of Understanding. Manage the lands under the purview of the DOE Carlsbad Field Office. Identification of loose cattle on the road, identifying the owner/rancher and helping ranchers recover cattle that may have crossed the fences. Removing roadkill from the WIPP roads and sampling, if needed. Monitoring of any new activity on the 16 sections and near the boundary and reporting any suspicious/illegal activity and trespassing. Monitoring and maintaining DOE rights-of-way. Relocating problematic wildlife (e.g., rattlesnakes). Inspection of frac and water tanks. Perform drinking water sampling as certified by the State of New Mexico. Field paperwork, packaging samples for laboratory and delivery to laboratory. Low-volume air particulate sampling, weighing, packaging for the lab, chain-of custody, and laboratory delivery. Biotic sampling (fauna): quail, roadkill (deer, javelina, cottontail rabbit, cattle aquatic wildlife). All opportunistic sampling except quail. Biotic sampling (flora): vegetation sampling. Surface Water and Sediment Sampling. Soil sampling. Perform pond water sampling, including sewage lagoon sampling. Perform landlord inspections. Meteorological Tower Inspections for instrumentation damage or malfunction, and data downloading and processing. Sample delivery to WIPP Labs. Demonstrate teamwork through contributing ideas, questioning attitude and identifying opportunities for continuous improvement in addition to perform other related task as assigned. Position requires mental and physical functions as detailed below:
Mental demands, include but are not limited to: problem solving, making decisions, interpret data, self-organized, read/write, follow written and verbal instructions, multitask, maintain focus in stressful situations, critical decision making in emergencies, work with limited or no supervision. Physical requirements: Intermittent: standing, sitting, walking, bending, twisting, crawling, kneeling, climbing, and eye-hand/foot-hand-eye coordination. Occasional (1-3hr/day): bending, twisting, crawling, climbing, and foot-hand-eye coordination. Frequent (4-7hr/day): standing, sitting, walking, and eye-hand- coordination. Repetitive Motion: intermittent fingers, wrist/hand, arm/shoulder, and leg/foot. Occasional (1-3hr/day): leg/foot. Frequent (4-7hr/day): fingers, wrist/hand, and arm/shoulder. Hand manipulation both hands. Simple grasping, power grasping, pushing, and pulling, and fine manipulation. Job will require reaching at or above shoulder level and use of the feet to operate foot controls. Lift/carry/push/pull requirements. Intermittent (1-50lbs); Occasional (1-3hr/day). Sensory: hearing - must be able to hear quiet conversation in both ears. Vision: acuity-near, far, depth, color, full field, and low light. Balance: must maintain without assistance. Touch: pressure, vibration. Smell: chemical odors, smoke, and equipment odors. Speech: must be able to articulate verbally. Environmental conditions/exposures: work near dust, gas/diesel, vapors, fumes, and near toxic or hazardous substances such as but not limited to; radioactive material and oil field (potential H2S and other chemicals used in the drilling process). Will work in a noisy environment greater or less than 85 db. Frequently (3 or more hours a day) will work in hot and cold temperatures. Work with or near biologic hazards such as: mice, rats, snakes, insects, fleas, ticks, road-kill sampling, and wastewater lagoon sampling. Occasionally required to operate equipment. Use computer-mouse (1-4 hours per day). Operate: automobile, pick-up, van, and heavy machinery/equipment to include acceptable driving record to operate site vehicles. Operate tools such as but limited to: hand tools, sampling equipment, chainsaws, tractor, and forklift. Must be able to wear the following PPE: gloves, hearing protection, hard hat, safety shoes, respiratory protection safety glasses/goggles, coveralls, snake chaps, and chainsaw face shield and chaps. Vaccines: Hepatitis-A, B and Tetanus for safety.
