Come join our team as an ERSEA (Eligibility, Recruitment, Selection, Enrollment, Attendance) Representive . In this role your main focus will be conducting outreach and recruitment activities, and maintaining full enrollment for Early Head Start, Head Start and the Early Childhood Education Assistance Program.
Minimum Education and Experience Requirements: High school diploma/equivalent and 5 years of experience working with children and families in a human service capacity (may use documented volunteer service as experience) that includes a minimum of one year of experience in data entry and accessing data for reporting purposes. * Bi-lingual skills highly desired (Spanish-English)
Preferred Education and Experience: AA degree.  One year of experience working with children and families in a human service capacity (May use documented volunteer service as experience).  One year of working experience in data entry and accessing data for reporting purposes. * Bi-lingual skills (Spanish-English).
Knowledge of
1. Available services and resources for families and children in the community.
2. Clark, Cowlitz and Pacific Counties geography.
3. Basic rules and principles of grammar, written and verbal communication, and mathematics.
4. Data entry preferably in Child Plus database or similar, inquiry and reporting functions.
5. Computer software programs; Microsoft Windows, Microsoft Office (Word, Excel, Access and Outlook).

14. Conduct presentations to individuals as well as in group settings, effectively promoting the agency's services to assist in maintaining full enrollment.
15. Facilitate application process according to detailed procedures, handing off completed files to others within tight deadlines.
16. Make contact with decision-makers in a variety of businesses and organizations to gain approval for posting/distributing EOCF material at their facilities, and develop community relationships to promote positive support of the work of the agency.

Key Performance Area: Outreach, Recruitment and Enrollment
1. Identify and implement outreach activities for Head Start, Early Head Start and ECEAP which include:
a. Assist with conducting community needs assessment, as assigned.
b. Identify local agencies and organizations, which serve low-income families and children with special needs.
c. Contact local agencies, groups, and organizations within the community to publicize Head Start, Early Head Start and ECEAP.
d. Contact local publicity sources, such as television and radio stations and newspapers.
2. Identify and implement Head Start and ECEAP recruitment activities, which include:
a. Provide orientation to community and parents on the Head Start, Early Head Start and ECEAP program.
b. Identify Head Start, Early Head Start and ECEAP eligible families and those with special needs or needing childcare.
c. Maintain recruitment materials.
d. Review and evaluate the recruitment process.
3. Identify and implement Head Start, Early Head Start and ECEAP enrollment activities that include:
a. Determine materials needed for enrollment.
b. Maintain materials, supplies, and equipment necessary for enrollment.
c. Assist with the scheduling of enrollment activities.
d. Review and evaluate enrollment process.
4. Assist Head Start, Early Head Start and ECEAP applicants in completing all requirements of the application and enrollment process, including but not limited to:
a. Conduct home visits.
b. Referrals to community agencies.
5. Ensure that enrolled Head Start, Early Head Start and ECEAP children receive preventive health exams and related services as required by program performance standards. Work cooperatively as a team member with other departments to ensure the delivery of health and other related services.
6. Record pertinent data in Head Start, Early Head Start and ECEAP applicant files including, verbal and written communications with families and staff prior to enrollment.
7. Maintain communications with applicants regarding eligibility and enrollment status.
8. Maintain a waiting list of Head Start, Early Head Start and ECEAP eligible applicants and enroll children according to policies and procedure in order to maintain full funded enrollment for assigned sites in Head Start, Early Head Start and ECEAP.
9. Maintain confidentiality of program, staff, and client information.
10. Drive to EOCF centers to conduct enrollment activities, and to homes of parents to conduct home visits and to provide assistance and information.
11. Provide accurate written and enrollment statistical reports to supervisory and management staff.
12. Promote parent involvement in all aspects of the program.
Key Performance Area: Data Entry
1. Enter client data into computer system. Record and verify basic and coded information.
2. Generate client applications and reports on a regular basis and upon request.
3. Perform repetitive changes to records stored on the computer network.
4. Understand and implement from memory data entry procedures and codes.
5. Maintain satisfactory productivity and error percentage levels; meet deadlines and work effectively under stressful or emergent conditions.
Key Performance Area: Communications
1. Assure continuous and timely flow of verbal and written information to and from other staff, supervisor, program participants, and community.
2. Conduct all communication with staff, supervisor, program participants, and community in an effective, respectful, timely, and supportive manner.
3. Prepare and provide timely and accurate written reports, memoranda and other statistical and narrative information as required or requested.
4. Maintain organized and accessible record keeping and filing system.
5. Serve as advocate for EOCF and its families in the community.
6. Maintain confidentiality of program, staff and client information.
