Resumes submitted without a City of Farmington application will not be considered in our job selection process. JOB DUTIES ESSENTIAL DUTIES: Works under the general supervision of the Field Operations Manager.
Performs administrative and field supervisory work necessary to coordinate and supervise the day-to-day operations of the Relay, Meter, and Substation work groups.
Oversees use of YUKON and related automated metering Infrastructure (AMI) technology for maximum benefit to the Utility. Schedules, recommends, and implements training programs.
Assists in field supervisory work necessary to coordinate and supervise the development, installation, and maintenance of existing and new construction of the SCADA, communications, relay/control equipment, substations and metering equipment utilized in the Electric Utility system.
Gives technical support to the Relay Technicians, Metering, and Substation staff, which may include temporary and contract workers. Assists with installation and maintenance work, including job compliance and safety standards.
Actively participates in the NERC/WECC Compliance Committee.
Ensures Technical Service workgroups develop and implement procedures to comply with NERC/WECC mandatory compliance standards.
Assists with the hiring, development, evaluations, and training of personnel.
Compiles and submits reports to supervisor and management personnel.
Must be able to effectively exercise supervision over Relay Technicians, Metermen, Meter Readers, Meter Installers, and Substation personnel.
Performs detailed planning on substation and metering projects.
Recommends budget spending, supervises purchasing, and manages personnel issues for the Relay, Meter, Meter Services, and Substation divisions.
Participates in several committees involving employee safety, apprenticeship, and construction standards that affect overall utility operations.
Allocates materials for work orders as needed. Closes work orders when complete.
Inspects completed jobs for proper installation and accuracy.
Recommends and assigns training as needed to provide employees with the most up-to-date skills to perform their jobs in a professional and timely manner. Training will include factory and in-house training.
Assures all necessary manuals and instructions are provided to employees to perform their jobs in a safe and proper manner.
Determines if special equipment or materials will be needed for job completion and arranges for equipment and materials to be available.
Coordinates the information gathered and work accomplished by various relay personnel in order to prepare and present a variety of reports for the Electric Department and the City.
Recommends system improvements and additions. Compiles all necessary supporting data to present findings. Reports findings and makes recommendations to supervisor.
Oversees and assures accuracy in installation and testing of remote terminal equipment for the Utility's Supervisory Control and Data Acquisition System (SCADA).
Assists in restoring service to the electric system following SCADA or protective equipment failure or malfunction.
Oversees scheduling of maintenance and shared protection and communication equipment with neighboring power utilities.
Assures that maintenance and test records/reports are properly maintained on all equipment.

QUALIFICATIONS This position is subject to the City's Drug and Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
Graduation from a four-year college or university with a degree in Electrical Engineering or a closely related field is preferred.
A minimum of six years previous experience within an electrical utility setting required. A combination of education including a two year Associate's degree or completion of a four year apprenticeship in related field, and experience will be considered.
Must possess previous supervisory experience with good leadership skills. This position requires the supervision of both Union and non-Union personnel.
Must have a working knowledge of a personal computer (PC) system, including word processing and spreadsheets.
Experience in the design, installation, and maintenance of relay, SCADA, substations, metering/AMI, and communications equipment.
Experience in the use of electrical schematic diagrams, manufacturer's instruction books, and control wiring diagrams.
Knowledge and experience in related NERC/FERC compliance standards.
Ability to establish and maintain effective working relationships with co-workers, supervisors, other City personnel, and the public. Ability to interact effectively with outside entities that the Farmington Electric Utility services.
Must demonstrate ability to communicate with others through oral and written media.
Must be able to respond to night and weekend call-out for system emergencies.
Thorough knowledge of electric transmission and distribution system.
Skill in organizing the activities of a large work force to maximize efficiency and make greatest use of individual talents and abilities.
Valid New Mexico driver's license, or the ability to obtain one, with acceptable driving record for the past three years.
Extensive background checks required.
