The Systems Analyst I will report to the Libraries Technical Team Lead (LTT) for Business Applications, System Administration, Data Management, Lifecycle Management, and Support within the Culture and Recreation Solutions Team (C&R). This team is dedicated to the Libraries in a federated team model (hybrid IT Services/Library Services). The portfolio consists of mostly Commercial-Off-The-Shelf (COTS) applications with a few in-house developed websites and integrations. The C&R Solutions Team Analysts are responsible for Lifecycle Management; Operational Support and Analysis; and Definition, Recommendation, Procurement, and Implementation of new technology solutions.

As a Systems Analyst I, you will have an opportunity to work with a diverse and highly skilled group of IT professionals that thrive in a collaborative team environment to solution new applications and provide new business capabilities. You will have the opportunity to work in a collaborative functional IT team with IT Solutions Engineering, Database Administration, Application Portfolio Management, Enterprise Architecture, and Unified Communications to design, implement, and maintain/support solutions to support the Virginia Beach Public Libraries.

The Systems Analyst I will provide operational support and analysis for the senior Systems Analysts and Solutions Manager in support of the Business Applications in the Culture and Rec portfolio. In addition to operational support, the Systems Analyst I will be assigned to projects related to ALM and SDLC to provide new IT solutions to replace legacy technologies.

In this role, you may:
Support the team's Business Analysis capabilities in developing work intake requests
Support Business Discovery, Research, and Development for projects
Interact and communicate with Department Directors, Chiefs, IT Leadership, department liaisons, and stakeholders, customers
Analyze user requests for new or improved computer information systems; Research current technologies in computer systems to recommend solutions to user problems or needs
Update existing documentation and send for approval for security and standard compliance
Lead implementation of new technology solutions and application upgrades
Complete requirements process including elicitation, analysis, and specifications; Documentation of functional and non-functional requirements for all departmental business applications and systems
Review existing applications to define problems and information processing requirements
Develop diagrams and flowcharts for system design including business process models.
Interact with users, other portfolios, and vendors for the full life cycle of projects
Provide end user support and coordinate resolution of issues to include change management, root cause analysis and appropriate escalation as needed
Manage and participate in acceptance testing activities to ensure the system is functionally appropriate, technically sound, and well-integrated; develop test cases and use cases
Prepare user documentation and participate in end-user training
Manage technology vendor relationships, including contract execution and scope definition
Develop business cases and other project analysis documentation (cost/benefit analysis, risk analysis, etc.)
Perform end to end analysis and documentation required for implementations and data migrations
Participate as a technical subject matter expert on RFP committees
Perform gap analysis to establish system and business capabilities
Attend or conduct staff or training meetings to exchange information; attend in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described. Individual assignments will be determined by the supervisor based on the current workload and department needs
Communicate project status to Solutions Manager, Technical Team Lead, peers, customers, and/or Executive Management Team
Possess excellent verbal and written communication skills
Provide support for all departmental business applications and systems
Serve as system administrator of VBPL's applications
Supervision of Technology Services systems and/or team member(s) based upon product ownership or organizational structure
Implement and maintain low code and API management solutions
Cultivate relationships within the national and international community and library organizations to stay current and innovative with technology initiatives and trends
Provide backup support for applications within the portfolio
Conduct annual write off of ILS records in accordance with retention records standards and City Council approval.
Communicate technology systems changes
