Suicide and Overdose Fatality Review (SOFR) Coordinator

Rate: $46,737 - $65,894
Probationary Period: 90 days
Position summary:
Working within the Health Promotion and Planning Services section, the SOFR Coordinator is responsible for managing the Hancock County OFR and supporting the county's overdose response efforts. The SOFR Coordinator convenes and coordinates the Hancock County SOFR Team, a diverse group of stakeholders who meet quarterly to review cases of overdose deaths with the goal of better understanding why people overdose in Hancock County and how future overdoses can be prevented. SOFR meetings are chaired by the SOFR Coordinator and the program is a key part of the Hancock County Enhanced Harm Reduction Program. The SOFR Coordinator is responsible for coordinating completion of SOFR recommendations assigned to outside agencies and ensuring the completion of SOFR action items. More generally, the SOFR Coordinator supports implementation of Hancock County's overdose response initiatives.
Essential Duties:
Must demonstrate ability to maintain confidentiality, anonymity (when required), and right to privacy as outlined in the Health Department's Notice of Privacy Practices. Investigate the personal background of overdose victims using social media, obituaries, autopsy reports, interviews with Next-of-Kin and other collateral contacts as well as other resources. Conduct personally and coordinate with Peer Support Specialists to complete next-of-kin interviews for known overdose fatality cases as well as ensuring an outreach visit is conducted and support service referrals are offered for all surviving family members / support persons of suspected overdose fatality victims in the county. Conduct detailed analysis of overdose data in collaboration with epidemiologists and review research on best practices and innovative strategies for treating opioid use disorder and preventing opioid overdose deaths. Using detailed data analysis, create reports that identify trends and show clearly the story that the data tells about overdoses in Hancock County. Attend all state level SOFR workgroup meetings as well as actively participating in national SOFR network meetings and trainings. Coordinate the Hancock County Overdose Community Response Plan with partners as well as initiating any overdose spike alerts and rapid response efforts across multiple agencies. This includes initiating dangerous drug alerts and similar communications intended to avoid overdoses and mobilize response efforts. Describe and explain drug injury as a major social and health problem in Hancock County. Exercises discretion and independent judgement when accessing, collecting, interpreting, using, and presenting injury data relative to drug use and drug overdose. Help with design and implementation of harm reduction activities based on data and feedback from individuals with lived experience. Stimulate change related to harm reduction through policy, enforcement, advocacy, and education. Minimum Qualifications: Bachelor's degree in public health or social services field. Excellent interpersonal communication skills and ability to foster partnerships. Experience with target population (people who use drugs and their support persons) / behavioral health experience. One year or more of data management and/or data analysis experience or administrative support. Detail oriented, organized, conscientious individual who can deliver results in a changing organization and fast-paced environment. Knowledge of overdose and substance use disorders or direct experience working in substance use treatment in rural areas is preferred. Must have a valid driver's license and reliable transportation as some travel is required. Preferred Qualifications: Master's degree in public health or related field. Formal / verifiable experience in harm reduction and prevention. Epidemiological experience in a public health environment. Work Schedule: · 40 hrs. / wk. M – F, 8am – 4:00pm. Hours may vary based on program needs. Some evening and weekend hours will be required.
