Job Description and Duties Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under supervision of the Branch Chief, the Staff Services Analyst (SSA) performs a variety of complex technical duties requiring a high degree of accuracy in support of the Market Enforcement licensing System (MELS). The incumbent independently maintains and manages the integrity of the MELS database for staff usage during the course of investigations, licensing follow-ups, revenue status and program funding. The incumbent applies program-specific laws, rules, regulations and policy as they relate to the processing and issuing of licenses. Quality control and timely issuance is very important in performing the tasks of issuing licenses. Incumbent must demonstrate independence and use good judgment when maintaining confidential Branch correspondence.

Working Conditions The duties of this position are generally performed at the MEB Headquarters office located at 1220 N Street, Room 116, Sacramento, CA 95814. The incumbent's workstation is located in the licensing unit and equipped with standard office equipment.

Occasional licensing or outreach sweeps are performed in the field and require work away from headquarters office. Employee occasionally will travel or work in inclement weather and in open spaces without an office. Travel may occur by personal vehicle, state vehicle, air or other transportation means.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.
Special Requirements A valid CA Driver's License is required.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Work independently, analyze situations, exercise good judgment and communicate effectively.

Ability to meet deadlines and time frames of the branch, occasionally with short turnaround time frames.

Effectively use computer software, including Microsoft Office (Word, Excel, Access and Outlook) and Market Enforcement Licensing System (MELS) database to perform functions listed above.

Ability to manage multiple tasks with multiple time frames.

Bilingual helpful, but not necessary.
