The Senior Project Manager for the Fleet and Facilities department will take charge of streamlining project execution to deliver new construction, renovations and capital improvements for critical County facilities.

Spearheading complex projects from initial concept through final construction while mentoring and empowering Project Managers to elevate team performance.

You will be integrating eco-friendly practices and County best practices into every project phase minimizing environmental impact and optimizing cost effectiveness.

You will be fostering a culture of clear collaborative communication across all stakeholders keeping everyone informed and engaged.

* Develops conceptual plans and budgets for facilities projects.
* Develops planning documents for initiation of projects.
* Coordinates with elected offices and departments to facilitate facility planning, project budgeting, and scheduling.
* Develops and maintains facility project budgets.
* Coordinates all parties involved in the planning, design, and construction process.
* Prepares requests for proposal bids and participates in all necessary meetings to facilitate selecting contractors and services.
* Coordinates with evaluation committees to develop recommendations for selection of professional services, construction services, and contractors.
* Conducts pre-construction meetings, reviews all bids, and recommends award of contract.
* Prepares presentation materials for public hearings, study sessions, and reporting to multiple County departments and leadership.
* Monitors and support PM staff in monitoring construction contracts, execution, and distribution.
* Reviews contract plans and specifications for compliance with appropriate building codes and project requirements.
* Provide support to PD & C Manager in monitoring and reporting on all phases of planning and construction.
* Prepares contract change orders and monitors their execution.
* Receives pay requests from professional consultants and contractors and approves for payment.
* Monitors and facilitates resolution of construction contract disputes and claims.
* Monitors construction contract close-out and maintains documentation files.
* Assists in development of new standards of practice for project management activities. .
* Coordinates and supports the Facilities Maintenance and Operations functions with collaboration, assistance, leadership, and technical expertise as required.
* Coordinates with elected offices and departments on Sustainability practices, opportunities, and implementation. Initiatives may be based on energy consumption, sustainability, or similarly focused programs that extend beyond Facilities to county wide programs.
* Collaborates with and sets a positive example in developing and maintaining a sustainable culture within the county.
* Performs other related duties and responsibilities as required
* May exercise direct supervision over PDC Project Manager staff and day to day direction of work.
* Knowledge of facilities planning and construction management processes and procedures.
* Knowledge of estimating, budgeting, and scheduling practices.
* Knowledge of status of costs of new construction, escalation factors, and market trends.
* Knowledge of building codes and standards of practice.
* Knowledge of laws governing construction contracts and contracting.
* Knowledge of construction materials and methods.
* Demonstrate practical understanding of integrated facility design and construction (including facility programming), building types/uses, and common construction practices, Americans with Disabilities Act (ADA), building codes and regulatory compliance.
* Demonstrate understanding and application of sustainable, energy efficient, or other environmentally sensitive practices. Focus will not only be on facilities, but also include county wide functions and best practices.
* Highly experienced in developing Request for Proposals (RFP) and Bids for design/consulting services, competitive bid documents for facility projects and furniture, fixtures, and equipment assessment and procurement.
* Highly skilled at defining/assessing project work scope; facility programming and space planning; broad and practical understanding of construction means/methods to ensure that projects achieve their goals and objectives in a timely and cost-effective manner.
* Must have the ability strategically plan facility needs, see the "big picture", and anticipate future space demands
* Must have excellent communication and presentation skills, working and communicating with all organizational levels and project stakeholders.
* Advanced knowledge of Microsoft Office applications, AutoCAD (or equal), and other software (i.e., Adobe Acrobat Std/Pro, Construction Estimating programs)
* Ability to prepare reports and documents that integrate text, graphics, and quantitative information.
* Highly skilled in technology to effectively manage workflow, using smart phone/tablet, applications, traditional laptop/desktop applications, digital photography, etc.
* Highly skilled in reading and interpreting plans and specifications
* Demonstrate advance understanding of monitoring construction progress.
* Ability to communicate clearly and concisely, both orally and in writing.

Education
* Bachelor's Degree in Architecture, Engineering, and Construction management or, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
Experience
* Minimum five (5) years of established experience in project management as an owner's project representative, on a wide range and number of small to moderate commercial facility projects and building types, managing design and specialty consultants, general contractors and sub-contractors, furniture, fixtures, and equipment vendors.

At least two (2) years of mentoring and/or leading a team of Project Managers.

Experience with sustainability and energy management initiatives, LEAN practices, or similar efficiency focused programs is a plus.
License and/or certification
* Possession of a valid CO Driver's License with no restrictions or ability to obtain within 30 days of hire.
* Certification in Project Management, Energy Management, or similar sustainability focused experience is a plus.
Background Check
* Must pass a criminal background check to include a Motor Vehicle check.
