Reporting to the Sightline Program Executive, we are seeking a Sr. Director Procurement Integration who will be a key member of the Sightline - Business Modernization project leadership team and will provide leadership, oversight, and management in support of the mission of the project. This role plans, organizes, leads, and directs multiple procurement functions within the project organizational structure. Superior interpersonal, communication, and collaboration skills are required to foster transparent and service-oriented relationships throughout the University. This position also supervises the Procurement Integration team on the project.

The Senior Director interacts with executive leadership. The role advises the University Administration leadership team on questions/issues related to procurement business processes and practices. The Senior Director represents the University in a wide variety of forums internally and externally and is responsible for accomplishing organization-wide objectives by developing and implementing strategic solutions related to the Sightline project, aligned with the project's goals and University's mission. The position manages large complex University-wide projects and efforts to improve University systems, and business processes, or accomplish other significant University objectives in a collaborative, transparent, and consensus-building manner. Critical skill sets include project management, change management, training, communications, and business process reengineering.
Sightline is a multi-year initiative that leverages a cross-disciplinary, inter-entity team and hundreds of stakeholders in selecting and implementing the next ERP software platform for the Johns Hopkins enterprise. In addition to the software platform, all associated business transformation related to processes, policies, and other operating considerations within post-award administration are in scope.
Specific Duties & Responsibilities Translate the strategic direction and business objectives established by JHU leadership into holistic change strategies appropriate within JHU's operating environment. Develop strategy for system use across JHU, primarily in support of procurement, and at appropriate intersection and integration points with other functional areas including finance, business operations, and human resources. Understand/design efficient and effective business processes in collaboration with human resources and finance leaders to allow for optimal utilization of systemic tools. Coordinate and plan major system implementation(s) across JHU, accounting for needs to standardize system usage to maintain effective and efficient processes and consistent internal controls. Serve as a key business contributor to long-term overall technology strategic planning. Liaison with Information Technology for the evaluation of new technologies to assess enterprise value and impact. Support the design and implementation of governance functions, both pre- and post- system implementations, primarily in procurement, and at appropriate intersection and integration points with other functional areas including finance, business operations and human resources. Plan, design, develop, deliver, and evaluate training and knowledge management programs to cultivate desired workforce capabilities. For major system installations, ensure appropriate training and job aid resources are developed and maintained to promote appropriate in-system behavior. In collaboration with the Executive Director of Change Management, define the framework and direction for all communication efforts, develop/review messaging, and facilitate the change process by structuring and/or coordinating communication activities. Facilitate senior leadership involvement and include all stakeholders from top to bottom of JHU Procurement to ensure alignment and accelerate change. Working with the AVP of Financial and Administrative Transformation and alongside procurement teams across JHU to create the procurement operation of the future; identify changing skills, design the future procurement operating framework, and define critical procurement processes. Chair committees and engage JHU leaders to develop strategic direction, recommend improvement areas, elevate potential strategic and operational risks and to determine mitigation strategies. Coordinate, organize and manage planning and execution of selected strategies and system improvements. Develop and implement strategies to attract and maintain a highly skilled and engaged procurement integration workforce of approximately 10-20 JHU staff by diagnosing capability gaps, recruiting, selecting, and developing talent, supporting mentorship, workforce development, and succession planning and leveraging the capabilities of new and existing talent. Ensure staff provide high levels of customer service, both internally and externally Cultivate an environment in which staff respect and adhere to integrity and ethics by integrating those values into work processes. Special Knowledge, Skills, & Abilities Deep knowledge in procurement operations, understanding full employee life cycle processes.
Knowledge of procurement regulations and laws.
Excellent written and verbal communication skills.
Ability to foster an environment of diversity and inclusion.
Leadership skills - crucial for driving change and ensuring alignment across stakeholders.
Proficiency with presentation and collaboration tools including all Microsoft Office programs (Word, Excel, PowerPoint, Visio, SharePoint, Teams, OneDrive).
Superior organization skills and attention to detail, including the ability to manage project plans, collect and analyze data, and manage multiple projects at one time.
Ability to manage multiple priorities, maintain confidentiality, and always have a customer service-oriented, "can do" problem-solving attitude. Minimum Qualifications Bachelor's Degree in appropriate field of study. Minimum of ten years of relevant work experience. Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula. Preferred Qualifications Experience working in higher education, project management, and/or consulting. Experience with system integrations. Classified Title: Sr. Director Sightline Project
