Details of the offer

Duties Incumbent's work is evaluated in terms of compliance with program standards as measured against established CYS Services metrics as well as participant enrollment; accomplishments; and effectiveness of the Kids on Site Program. Manages all aspects of CYS Services' Kids on Site Program to include the development and implementation of on post and off post, MWR Partnerships and Chaplain Strong Bonds Kids on Site. Supervises and evaluates employees based on established performance standards. Promotes direct staff IAW Child and Youth Personnel Pay Program (CYPPP) guidelines. Develops program budget and provides to Outreach Services Director for CYS budget. Manages program budget. Conducts analyses of budget variances. Prepares justification for funding of program resource requirements. Collaborates with FMWR Marketing to prepare and distribute marketing plan and promotional materials to appropriate command, units, community and organizations. Performs other duties as assigned. Requirements Conditions of Employment Must be 18 years of age or older at time of appointment or placement into the position. Proof of education is required at the time of application. Good mental and physical health, freedom from communicable disease (verified through physical examination). Immunizations must be current including annual influenza vaccinations. All required background checks of AR 215-3 and the Crime Control Act must be successfully completed and maintained, including Child and Youth Tier 1 background investigation. Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations. Qualifications Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in fieldwork, which directly relates to CYS such as: early childhood/elementary/secondary/special education, child/youth development, psychology, youth program administration, or a closely related field.



OR


A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.



In addition, candidate must possess:
1. At least 24 months working in child and/or youth programs.
2. Experience in child and youth program administration.
3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
4. Ability to communicate effectively orally and in writing in English.
5. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.

Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander.
