Toll is seeking a SENIOR PROJECT CONTROLS SPECIALIST , performing project controls consisting of scheduling, cost control, or other project management/control services, as required, is the primary focus for the following position:
Responsibilities: Thorough knowledge of project control concepts, processes and procedures including project cost control and reporting, project scheduling, project performance reporting, development of project work breakdown structures and reporting on project variances from approved plan. Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals. Expert knowledge of the principles, methods and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work and contractor performance. Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills. Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols. Proven skills at effective communication both at the interpersonal and group level. Proven ability to work effectively within groups and to complete assigned tasks independently. Qualifications Bachelor of Science Degree in an engineering, accounting, economic or business administration discipline or a Project Management Professional certification along with a technical degree. Minimum of 5-10 years of progressively responsible experience in the area of project control on medium to large-scale projects in Aviation, Rail, Highways/Roadways, Bridges or Buildings and Utilities industries. Proficiency in the use of standard Microsoft Office products, Primavera (Oracle's Project Management software) and ability to become competent with Port Authority software and reporting systems. Must have a minimum of 10 years' experience in planning, scheduling, monitoring and project controls of Railroad capital program construction projects or equivalent projects. Must have a minimum of 10 years construction scheduling experience using Primavera P6 scheduling software. Must demonstrate proficiency in the use of Oracle P6 scheduling software. Experience in construction scheduling using Primavera P6 scheduling software including experience developing schedule delay analysis and schedule claim analysis. Thorough knowledge of Primavera P6 software, MS word and MS Excel, with Planning, Tracking and Monitoring of Project Scope, Resource and Cost loading. Proficiency in the use of standard Microsoft Office products, Primavera (Oracle's Project Management software) and ability to become competent with Port Authority software and reporting systems. Must have the ability to communicate effectively both orally and written. Skilled in analyzing and presenting in-depth Job progress Ability to handle working on multiple projects simultaneously PMP, PSP certification is desirable. a valid New York State license as a Professional Engineer Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities. Ability to work independently and with others Other Skills and Abilities: Performing project controls consisting of scheduling, cost control, or other project management/control services, as required. Supporting the Project Management Office (PMO) project delivery improvement initiatives and providing project control support services to PMO staff in the Authority's line departments. Performing Quality Assurance/Quality Control and supervision of other Project Controls Specialists. Analyzing data from the integrated program/project control and reporting systems; Recommending and implementing modifications for the existing procedures and reporting systems that the PMO utilizes to oversee and control the projects and programs budgets and schedules; Preparing project control reports and presentations; Training support; and, Developing project delivery standards and procedures.
