SUMMARY DESCRIPTION Under direction, oversees and performs advanced professional level duties in support of the Citys engineering services and activities including designing and providing construction engineering services for streets, sewers, solid waste facilities, ports and harbors, buildings and other public facility projects; oversees and leads assigned engineering staff; reviews plans, designs, and specifications of streets, sewers, solid waste facilities, ports and harbors, buildings, and other public facility projects to ensure compliance with current industry practices, codes, regulations and ordinances; and responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.The City of Ketchikan owns and operates many public facilities, including, but not limited to streets, bridges, ports, harbors, sewers, buildings, cemetery and a sanitary landfill. The Senior Project Engineer is responsible for providing the high quality engineering services necessary for the construction and maintenance of the citys public facilities. The Senior Project Engineer must perform these duties in a manner that reflects favorably on the City and the Department, and maintains a level of professional expertise that promotes efficient use of the resources available to the Department. REPRESENTATIVE DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Oversees and performs advanced professional level duties in support of the Citys engineering projects, services, and activities including design and construction programs for City streets, sewers, solid waste facilities, ports and harbors, buildings, and related capital improvement programs.
Participates in the development and implementation of goals, objectives, policies, and priorities for assigned engineering programs and services; identifies resource needs; recommends and implement policies and procedures.
Trains assigned employees in their areas of work including complex civil engineering and public works construction methods, procedures, and techniques.
Provides engineering and project management for several simultaneous ongoing complex capital improvement projects including design and development of plans and specifications, inspects and administers projects to ensure that public facilities are constructed in accordance with the plans and specifications within project budget.
Oversees and participates in preparing designs and specifications for assigned projects; develops engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; researches project design requirements; prepares estimates of time and material costs.
Inspects and administers ongoing complex projects to ensure that public facilities are constructed in accordance with the plans and specifications.
Prepares a variety of engineering reports, studies, and technical documentation; maintains accurate records of projects, budgets, or field observations required for the delivery of civil engineering services for the City.
Responds to questions and inquiries from the general public, developers, contractors, engineering professionals and City staff regarding engineering and development projects.
Prepares special engineering studies and reports.
Oversees City street and wastewater crews in developing new projects and on public safety emergencies.
Oversees the design of new, repair of damaged, and construction of wooden docks, ship berths, trestles, floats, gangways and harbors.
Writes, administrates and finalizes contracts, specification documents, easemen s and agreements for the Public Works Department.
Coordinates with state and federal agencies in securing grants, permits, and variances; reviews procedures for compliance with state and federal agencies codes and requirements.
As assigned, maintains compliance with federal and/or state agencies regarding hydropower licenses and dam safety regulations; implements monitoring programs; conducts inspections as necessary; collects and analyzes data, prepares and reviews technical reports; coordinates with consultants and contractors.
Maintains compliance with Coast Guard, EPA, and ADEC requirements for oil spill response planning and reporting.
Prepares technical specifications and procurement documents for the purchase of equipment and facilities and administers contracts.
Performs structural plan review for the Building Official for compliance with building codes; assists the Building Official in disputes with builder, contractors, and designers; acts in the absence of the Building Official.
Assists in the development and administration of the annual Public Works division budget; assist other City departments on their capital project budgets.
Places orders for materials or supplies including negotiations with vendors and contractors; evaluates and recommend approval of payment to consultants or contracts.
Coordinates assigned activities with consultants, engineers, developers, contractors, utilities, architects, other City departments and divisions, and outside agencies.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of civil engineering.
Serves as Acting Public Works Director/Engineering Manager in their absence; supervises and assists the Wastewater, Streets, Solid Waste and Building Maintenance divisions in the absence of their division supervisors.
Performs related duties as required.

Advanced drafting methods, techniques, and equipment including those used in computer aided drafting.
Engineering maps and records.
Recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development.
Principles and practices of business correspondence and technical report preparation.
Modern office procedures, methods, and equipment including computers and supporting word processing, spreadsheet applications, and specialized engineering software programs.
Occupational health and safety standards.
Pertinent federal, state, and local codes, laws, and regulations.
