Basic Qualifications

Education Requirements:Bachelor's degree in computer science, information technology/related field is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience.Clearance Requirements:Department of Defense SECRET security clearance is required at time of hire. Due to the nature of work performed within our facilities, U.S. citizenship is required.Responsibilities for this PositionGeneral Dynamics Mission Systems (GDMS) has an immediate opening for a Senior Oracle Database Administrator (DBA) for a program with providing complete, end-to-end software and systems engineering solutions using modern and emergent technologies for a large, multi-agency data warehouse program supporting federal law enforcement. Join us to work with a broad suite of modern development tools and technologies to automate and facilitate data analysis used by federal law enforcement agencies.KEY RESPONSIBILITIES:The Senior Oracle Database Administrator manages, architects, and maintains a series of multi-terabyte Oracle relational databases in a Linux environment supporting a multi-agency data warehouse program located in Merrifield, VA. He or she is responsible for the day-to-day maintenance and operation of Oracle databases on both classified and unclassified networks (including patching, security scans, upgrades, backups, and synchronizing data between database clusters). Additionally, he or she will work closely with our data ingest and software development teams to design and implement database schemas, functions, and procedures for new application functionality, as well as to analyze, estimate, and prioritize the changes necessary to accommodate disparate source data provided by over a dozen federal law enforcement agenciesThe ability to analyze and reverse engineer database schemas is essential, as is a strong, SME-level knowledge of Oracle PL/SQL. Our lead DBA supports frequent ad-hoc queries and other data pull requests from customer stakeholdersOur Senior DBA also will play a critical role in transitioning existing systems to an Azure cloud environment, so experience with cloud technologies (AWS or Azure), containerization, and virtualization is a plusThis position must meet GSA labor category qualifications, and thus at least 10 years experience is requiredREPRESENTATIVE DUTIES AND TASKS:Plans, designs, implements, monitors, maintains, troubleshoots, and optimize databases, database systems & servicesInteracts with other program staff to recommend and enforce database standards, ensure compliance, and the security of the database environments.As required the role collaborates with vendors and third parties to ensure the current & future operational requirements are metSupports & troubleshoots the operation of database systems including patching, event monitoring, incident mgmt., backup & recovery, and other forms of remedial & preventative maintenanceWorks with program Staff and stakeholders to identify requirements for database repositories & systems in support of projects, initiatives, and operational improvementsPlan for complex database functional capabilities including: database vendor, product, & version; storage; hardware; structure; performance; security; availability; and disaster recoveryImplements & tests database complex designsOptimizes and tunes database performance utilizing advanced monitoring tools, query tuning techniques, database and operating system parameter adjustments, hardware recommendations, and other operational enhancementsSupports SOX, Cyber, and license compliance audit processes and proceduresActs as technical escalation and vendor interface for other database administration engineersEstablishes the tools, standards, governance polices ensure efficient, effective, and compliant delivery of database capabilitiesLeads, plans, and executes projects, small initiatives, and/or cross-functional teamsManages high risk, high profile, tight schedule, and complex outcomes with composureChange agent who motivates less experienced members of the team to actionPerforms other duties as directedKNOWLEDGE SKILLS AND ABILITIES:Evidence of ability act highly independently on large and unique tasks and wide-ranging initiatives using a subject matter expertise of the database administration disciplineExhibits SME level knowledge with database technologies, operating systems, best practices, and industry trends including database design, configuration, tuning, and supportPrior work experience showing broad expertise or unique knowledge working as a database administrator or equivalent, planning, designing, implementing, maintaining, and optimizing database systemsDemonstrated track record showing ability to develop relationships and formal and informal networks to influence, coordinate, communicate, and organize groups/teamsDemonstrated knowledge of SQL and SQL query tuning techniquesDemonstrated track record showing understanding of IT business systems and how they enable specific business outcomesHas ability to evaluate intangibles in the analysis of significant and unique initiatives, situations, alternatives, proposals, designs, architectures, risks, data, systems, and constructsHistory of providing work direction and leadership to othersDemonstrated understanding of solutions development methodologies (e.g. DevOps, Agile, Software Development Lifecycle, etc.)Industry certification in MS SQL, Oracle SQL, or other relevant database administration achievements strongly preferredDemonstrates experience in leading teams and/or technical leadership including: ability to coach, supervise, & influence team/stakeholder(s);
