EEO/AA/F/M/Vet/Disabled JOB SUMMARY: Responsible for the preparation of complex commercial/residential appraisals for the purpose of taxation and for representing the Assessor in assessment challenges through the Board of Equalization and in courts of law.

ESSENTIAL JOB FUNCTIONS: Reviews deed recordings, newspaper listings, and other market sources to maintain current information regarding land values, trends, and economic influences affecting market values. Establishes market value of property through the use and reconciling of three approaches: cost, market, and income. Prepares site and improvement descriptions and a best-use analysis for the site and improvements to be appraised. Prepares a cost approach analysis of the property by determination of replacement cost of structures allowing for depreciation and estimation of a land value by comparable land sales analysis. Prepares a market data approach analysis by utilizing a comparable unit sales analysis allowing for mortgage differences. Develops capitalization rates using different Income Capitalization Techniques, such as direct market, mortgage equity, or band of investment. Develops neighborhood valuation factors using mathematical techniques approved by the International Association of Assessor's Officers (IAAO). Prepares income approach analysis utilizing financial and income information submitted by owners, attorneys, appraisers, etc., and market data to convert anticipated income to a value estimate. Reviews, analyzes, and critiques appraised values reached by Residential and Commercial Appraisers within the office; recommends changes in value to the appropriate Senior Appraiser Supervisor. Develops models for mass appraising procedures utilizing multiple regression analysis; determines the information needed to be gathered from the field and formula for computer-assisted mass appraising. Develops forms to be used by appraisers in the field or by property owners for mass appraising. Presents information and defends values at Board of Equalization hearings and before courts of law. Assigns Appraisers in the Commercial and Reappraisal division; oversees divisional performance. SECONDARY DUTIES AND RESPONSIBILITIES: Performs other related duties as required. PERSONNEL SUPERVISED: Oversees the work of up to six Commercial and Residential Appraisers.

WORKING CONDITIONS: Work is primarily performed in a smoking-restricted office environment. Frequent trips to the field to observe businesses and organizations and to meet with business owners/organizational officials are required.

MINIMUM QUALIFICATIONS: REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES: Considerable knowledge of appraisal principles, methods, and techniques. Considerable knowledge of algebraic and statistical formulas involved with appraisal techniques. Considerable knowledge of the local real estate market and economic trends affecting it. Considerable knowledge of the Uniform Standards of Professional Appraisal Practice. Considerable knowledge of business financial statements, record-keeping methods, and income/expense estimations. Ability to prepare in-depth narrative reports concerning appraisal values and appraisal methods utilized. Ability to present and defend appraisal methods and value estimates before courts and review boards. Ability to complete complex mathematical computations quickly and accurately. Ability to communicate effectively both orally and in writing. Ability to apply, interpret, and/or analyze appraisal methods, techniques, and reports. Ability to supervise and direct the work of a staff of employees involved with commercial appraisal work. Ability to establish and maintain an effective working relationship with business owners and their attorneys, real estate agents, bank officials, Board of Equalization members, and the general public. Ability to attend work regularly and reliably. Skill in the operation of a non-commercial motor vehicle. Skill in the operation of a computer. Skill in the operation of a financial calculator. Skill in the operation of a measuring wheel or tape measure to measure building perimeters. PHYSICAL REQUIREMENTS: Visual acuity is needed for field observation of residential units. Ability to bend and stoop to take building measurements. Ability to walk distances to observe residences in neighborhoods. Ability to orally communicate effectively. Ability to work in a constant state of alertness and in a safe manner. Ability to concentrate for long periods of time. EDUCATION AND EXPERIENCE: Completion of high school; five years of experience in appraisal work including three years of experience with commercial appraising; some experience with the direction and supervision of commercial appraisal projects; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
Employment is contingent upon the successful completion of a motor vehicle report. Must possess or be able to immediately obtain a valid Arkansas Driver's License. Must possess state certification as a Level IV Senior Appraiser. Regular and reliable attendance is an essential function of this position. This position is safety sensitive and is subject to random drug and alcohol testing. Prefer successful completion of the Arkansas Reappraisal Manager's Exam.
