Under the direction of the Controller plans, organizes, and performs professional accounting work to ensure regulatory compliance with governmental accounting standards for the organization. May supervise assigned accounting staff; prepares a variety of complex accounting, statistical and narrative reports regarding financial transactions, grant programs, or trusts; provides recommendations for efficiencies and improvements in accounting systems; manages the effective use of department resources to improve organizational productivity and customer service; and provides highly responsible technical assistance to management staff in assigned departments; collaborates across departments to model future outcomes and provide real-time insights, coordinates and runs monthly financial reviews across assigned departments with a focus on the budget and strategic outcomes. Prepares organization's monthly Financial Statements for Board Presentation. In addition, records financial transactions, ensuring that they are maintained, and reported accurately. Assists Controller and Chief Financial Officer with special projects such as budget preparation and annual audits. Has a strong sense of personal motivation, responsibility, and initiative.
This position is considered Hybrid, which means that individuals in this position may work both at an approved Offsite location and Onsite at a primary location or multiple locations based on Business Needs.
Essential Duties: Ensures financial records are maintained in accordance with generally accepted accounting principles and accepted policies and procedures. Resolves accounting discrepancies and prepares accurate accounting entries to reflect accounts correctly. Ensures accurate and timely monthly, and year end closes and ensures all financial reporting deadlines are met. Maintains internal control environment processes, and procedures. Maintains supporting financial ledgers with minimal or no direct supervision. Prepares Financials and Narratives in a timely manner for monthly Board presentation. Reviews general ledger account balances and performs analytical procedures to correct as necessary, preparing accurate and timely correcting journal vouchers. Reviews journal entries and reconciliations prepared by other accounting personnel; recommending improvements/corrections and oversees necessary corrections. Prepares month-end variance and trend review with relevant insights for the leadership team. Plays a lead role in developing, driving, and continuously improving all reporting, budgeting, and forecasting processes (monthly, quarterly, and annual). Designs, implements, updates and documents accounting, auditing and financial management systems; establish procedures for workflow and format. Proactively identify issues and implement scalable process improvements. Handles sensitive and confidential financial information. Builds and runs reports from the accounting system upon request and prepares or assists in preparing special reports from the accounting system upon request. Prepares audit work papers to support the external audit and works with auditors to explain the accounting systems, records, and procedures as necessary. Supports the Controller, Deputy CFO, and the CFO as necessary through special project work. Maintains clear and open lines of communication with internal customers, other Central Health staff, regulatory agencies, and other stakeholders. May maintain and record controls for fixed assets, including vehicles; supervise annual inventory reconciliation including inspections and reconciliation of discrepancies. May maintain and monitor the department grant funds and ensure compliance with rules and regulations governing the use and the accounting of each grant; compile and prepare financial and other data for claims; prepare grant applications. May maintain and monitor investments, portfolio management, cash management, debt management, new financing, and revenue and expense projections. Other duties as assigned. Knowledge/Skills/Abilities: Knowledge of: Knowledge of generally accepted accounting principles, governmental accounting standards, and financial accounting practices and procedures. Knowledge of and power user capability for common applications Microsoft Excel, PowerPoint and Word. Knowledge of sound business practices and effective work techniques; ability to manage time effectively. Skill in: Effective verbal and written communication. Applying Accounting procedures. Power user of Microsoft Excel and PowerPoint with robust modeling skills. Experience with Business Intelligence tools and system reporting. Processing large volumes of numerical data. Ability to record data/information. Establishing work priorities to ensure completion of job tasks within a specified time frame. Operating a personal computer and related equipment. Ability to: Use automated financial systems. Prepare basic financial statements such as the balance sheet and income statement from detailed accounting records and trial balances. Analyze and explain complex financial data. Analyze account balances to determine if they are properly stated. Correct accounting errors. Work under minimal or no direction. Work cooperatively with staff at all levels. Write clearly and to communicate effectively with different types of people. EDUCATION: Bachelor's degree in accounting, finance, or other equivalent degree with at least 30 hours of accounting required. EXPERIENCE: 7 years of experience performing routine and complex general ledger accounting activities and reporting required. 7 years of financial experience within healthcare accounting (clinics/hospitals) or governmental accounting preferred. CERTIFIATIONS/LICENSURE: CPA, or comparable financial certification preferred.
