REQUEST FOR PROPOSALS FOR HUMAN RESOURCES MANAGEMENT SUPPORT SERVICES

INTRODUCTION
The Yakutat Tlingit Tribe (YTT) invites proposals from experienced providers for Human Resources Management Support Services. We seek a partnership to reinforce our Tribal leadership and staff's capabilities in line with our Tribal sovereignty and cultural principles.

BACKGROUND
The Yakutat Tlingit Tribe operates 10 diverse departments, including management oversight of the Yakutat Community Health Center, a dual health center under Indian Health Service (IHS) designated as both a Tribal Health Organization (THO) and a Medically-Underserved Area under Health Resources and Services Administration (HRSA). The Yakutat Tlingit Tribe has 100+ employees including certified dental, medical and behavioral health practitioners.

PROJECT OVERVIEW
Scope of Services. The Provider will:

Engage in regular consultations with Executive Management and HR staff.
Deliver leadership and managerial training for YTT Directors and Managers.
Mentor and develop existing HR staff, identify trainings, and develop staff workplans to aid in professional development.
Craft and refine recruitment and onboarding protocols to ensure compliance with ICPA and provider credentialing.
Support HR Staff and Supervisors with mediation and personnel issues Fee and Expense Schedule

Proposals should provide a clear fee structure for the services detailed above, including any assumptions, payment methodologies, frequency of invoicing, guarantees, and other pertinent details.

EVALUATION AND AWARD CRITERIA
- Firm's Experience and Past Performance (40 Points)
Proposals will be evaluated on the firm's relevant experience with similar projects and its track record for reliability and results, with particular attention to work with tribal communities.
Effectiveness of the Proposed Strategy (30 Points)
The focus will be on the clarity and practicality of the proposed HR strategies and how well they align with YTT's objectives to enhance efficiency and staff development.
Budget Rationality and Fiscal Efficiency (20 Points)
The proposed budget will be scrutinized for cost-effectiveness, detailed justification, and transparency, ensuring the Tribe's investment is well-utilized.
Cultural Awareness and Sensitivity to YTT Values (10 Points)
Proposals must demonstrate respect for YTT's cultural heritage, with strategies that integrate this understanding into all aspects of HR management support.

TOTAL: 100 PTS

Bonus Points:
Diversity and Sustainability (5 Points)
Demonstrated prior experience working with Tribes and tribal/native entities will be given additional potential points.

Tribal Member (5 Points)
Qualified Tribal Members will receive additional points.

Anticipated Level of Effort:
- We estimate a need for approximately 10-15 hours per month for consultations.
Leadership and managerial training would likely involve 1-2 sessions per month, with preparation time included.
- Mentorship and development for our HR staff are envisioned as an ongoing effort with a quarterly review of training needs and workplans.
- Initial development of recruitment and onboarding protocols might require a concentrated effort of 10-20 hours, tapering to a maintenance phase of 5-10 hours monthly.
- Mediation and personnel issues will vary, but we anticipate a need of around 15-20 hours per month, tapering to a maintenance of to 5-10 per month as we continue to roll out mentorship and training.

Anticipated level of on-site Support:
For the first six months, we anticipate requiring on-site support for approximately 1-2 days per month, with the understanding that this could be re-evaluated based on project needs and outcomes.

HR Information System:
We currently utilize BambooHR. We're interested in how your services can integrate with our existing system to streamline HR management.

Credentialing:
Credentialing is managed internally, but we are open to exploring efficiencies that your team may offer in this area.

Pricing Preference:
Given our budget considerations and the need for predictable costing, we have a preference for a monthly firm fixed fee pricing schedule.
