There are 36 units set aside for homeless veterans, and the remaining units serve single adults under the age of 62 who are chronically homeless at time of move-in.
Thea Bowman operates from a strict Housing First / Harm reduction / Trauma Informed supportive services model and always recognizes and fosters the dignity and value of each individual residen-- while focusing on the safety and well-being of everyone residing, visiting or working here.

Position Description
As a part of the Thea Bowman management team, the Resident Services Manager (RSM) is responsible for the implementation of the Thea Bowman supportive services. These responsibilities include:
Case management delivery and oversight of 80 residents in coordination with Case Managers, Program Director, and other supportive services staff, including mental health and chemical dependence counselors, Coordination and oversight of supportive services provided by visiting professionals and care workers, Coordination with Division Directors, Property Management and Program Director to aid with program eligibility, processing applications, screening, tours, move-in processes/case management intake and lease enforcement. Participation as a member of the management team, sharing after hours on-call duties and supervision of Resident Services Staff. Case Management: Provides ongoing case management to residents. Case management services are focused on housing stabilization and tenant welfare and include, but are not limited to: accessing and accessing financial and health benefits, primary health care, mental health treatment, chemical dependency services, chore service, protective payee, transportation, food and food stamps, and legal services. With the residents' collaboration, assesses needs and collaboratively creates actionable plans to meet those needs. This may include finding community resources, facilitating resident access to services, and advocating for residents on a persistent basis. Creates and maintains documentation of all rendered services and service plans in appropriate electronic databases to maintain exceptional quality of care for residents, communication with other providers, and satisfy funders' requirements. Works with onsite and partnered Chemical Dependency and Mental Health professionals to ensure quality and breadth of services to residents. Provides crisis intervention and participate in Care reviews when the health and safety of residents are at risk. Advocates with internal and external Mental Health and Substance Abuse Professionals, and Involuntary Treatment Services when residents' behavior threatens their housing due to alcohol/chemical abuse or mental illness. Assists residents needing or seeking other housing with information, applications, and making positive transition plans. Other duties as assigned. Community Care Coordination: Coordinates resident care with visiting professionals. This may include the public health, visiting nurses, veteran's organizations, mental health providers, alcohol counselors, and chore workers. Assist resident with enrollment in Foundational Community Supports and other services. Maintain and represent Thea Bowmen with a professional presence in any funder/service provider network meeting and or other public sphere. Expands resources through community contacts and outreach. In coordination with the Program Director, the RSM collaborates with the VA to ensure that residents living in VASH units remain stably housed. Supervision: Train, supervise, and evaluate the Case Manager(s) to ensure the high quality and breadth of services to residents, paying special attention to satisfying the expectations of our funders and tax partners. Monitors and ensures data quality and case note documentation in HMIS database and other systems always exceed 95% Data accuracy; participates in quarterly and annual file and program audits. Oversees and coordinates activities on the first-floor milieu Trains, supervises, and evaluates volunteers assigned through AmeriCorps, AARP, etc., if applicable. Train, supervise, and evaluate any Interns/Practicum Students under the guidance of the CC Division Director. Assists with monthly and quarterly reporting to funders and other entities, as requested. Management Team: Functions as a member of the management team participating in the overall operation of the program. Represents the resident and/or the program in handling complaints, arbitrating disputes, and responding to grievances of residents. Depending on the circumstances, this may involve either responding independently or recommending an appropriate response to the management team. Coordinates a plan of action to address resident lease violations to prevent eviction. Gives input on legal notices and decisions on eviction proceedings. Responsible for monitoring resident compliance with guest rules and revocation of guest privileges due to violations. Contributes to the development of a positive residential community through participation in special community events, positive daily interactions, and assisting residents in developing community connections. Assists in the development of the budget regarding resident services. Other duties as assigned. Tenant Retention, Referral, Screening, and Intake: Work closely with Program Director and Property Manager to ensure Coordinated Entry and Veterans Administration processes are followed to ensure compliance with KCHA/WSHFC/HUD regulations. Work closely with Program Director and Property Manager to ensure Thea Bowman meets or exceeds all Federal, State, County and City regulations. Coordinate with Property Manager and Program Director to ensure 100% compliance with our compliance department and Tax Credit regulations. Ensure 100% compliance with Fair Housing Standards. Assist with applicant ability screening determinations to ensure applicants are able to live independently and evaluates special needs in areas such as health care, mental health, and addiction. Coordinating with the referral partners to ensure smooth transition for the housing applicant. Job Conditions This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

Able to hear telephone rings, phone conversation and face-to-face conversation, door bells and emergency alarms. Able to speak clearly in person and on the telephone. Able to hand write legibly. Vision that enables person to read normal size print and handwritten notes; and distance and peripheral vision than enables person to monitor living spaces and identify concerns that require staff response. Able to sit for sustained periods of time. Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations. Mobility/dexterity of hands/arms to enable keying into a unit or other locked area as well as using computers and other office equipment. Ability to prioritize multiple tasks, and to work independently and as a team member. Ability to regularly lift and carry up to 20 pounds and occasionally up to 40 pounds. Regularly able to perform duties as assigned. Able to make independent decisions and apply sound judgment in performing job duties. Minimum Qualifications Two (2) years of direct service experience or educational preparation, to provide case management services to homeless people, advocate for low-income populations. Experience working with and understanding culturally diverse groups. Ability to communicate effectively, verbally and in writing, and maintain a professional and positive demeanor at all times. Possession of problem-solving abilities, knowledge of crisis prevention planning and crisis intervention techniques. A demonstrable understanding and application of Trauma Informed Care and Motivational Interviewing Desire to work in a true low barrier Housing First/Harm Reduction program Basic computer skills with the ability to maintain client records, produce community resource information flyers, and contribute to the database used by the agency Ability to work within the mission, goals, and objectives of Catholic Housing Services and Catholic Community Services. Preferred Qualifications BA or BS in a Social Services field. Working knowledge of aging, alcoholism, and mental health issues. Experience in residential settings. Knowledge of local community resources especially those pertinent to homeless people. Understanding of supervisory concepts and procedures. Ability to speak and write in Spanish.
