The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention
section in Portland, Oregon, is currently seeking to fill two Research Analyst 3 positions within the section: one for a Tobacco Research Analyst and another for a Healthy Aging and Self-Management Research Analyst. The Tobacco Research Analyst plans and directs the gathering, compiling, analyzing, and reporting of statistical data relevant to tobacco in Oregon, specifically morbidity and mortality data and data related to tobacco use among Oregonians. This position supports the improvement of public health surveillance systems for chronic diseases and their risk factors and the evaluation of program work.
The Healthy Aging and Self-Management Research Analyst plans and directs the gathering, compiling, analyzing, and reporting of statistical data relevant to healthy aging, physical activity, and nutrition in Oregon, specifically morbidity and mortality data and data related to Alzheimer's Disease or related dementia, physical activity, and nutrition among Oregonians. This position supports the improvement of public health surveillance systems for chronic diseases and their risk factors and the evaluation of program work.
Both positions are full-time, permanent, classified positions and are represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?
As the Tobacco Research Analyst, you will assist in the planning, developing, and implementing of survey instruments, analyze data from multiple sources, and generate reports and graphics as needed by program staff and others. In addition, you will assist in developing surveillance and evaluation systems to track better risk factors for tobacco, cessation, and other chronic diseases, help analyze the data collected, and support program and process evaluation efforts.

A bachelor's degree in public health, health education, or a related degree that included six-quarter units in statistics or quantitative analysis methods and procedures, AND one year of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
OR
A master's degree in public health, health education, or a related degree that included six-quarter units in statistics or quantitative analysis methods and procedures;
OR
Four years of research experience in a public health-related field using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
Desired Attributes:
Experience working with chronic disease and/or risk factors surveillance.
Experience planning, designing, coordinating, and implementing surveillance and evaluation projects.
Experience supporting continuous quality improvement processes.
Experience monitoring data collection and data entry to ensure quality control.
Experience interpreting and presenting data via summary tables, graphs, charts, presentations, and reports to various audiences.
Experience interpreting and applying policies, practices, and procedures relative to public health.
Experience with grant writing and reporting.
Experience promoting a culturally competent and diverse work environment.
Working Conditions:
The work of this role may be conducted in a hybrid manner where most of the work may be performed remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite, at 800 NE Oregon Street, Portland, Oregon. On occasion, travel that includes some overnight stays (both in-state and out-of-state) to attend meetings and conferences and to make presentations may be required.
