Full job description SUMMARY OF PRIMARY FUNCTION The Recruiter Liaison, at the local level, serves as the Summer Migrant Program's main recruiter, child and family advocate, as well as the primary liaison between families, the community and other service agencies and is responsible for the identification and recruitment of children and families in the Title I Migrant Education Program. The Recruiter Liaison assists as needed in assuring program goals, recruitment, and eligibility are met and that practices comply with Head Start and Migrant Education Program Performance Standards, Every Student Succeeds Act regulation, and other applicable regulations, standards and program components. Collects minimum data elements (MDEs) that are required to enroll eligible children/youth in MIS2000, the database used by the Minnesota MEP that enables a child's health and education records to be transferred among school districts and states via MIS2000 and MSIX, the national Migrant Student Information Exchange System. Helps recruit potential parents by providing information to them about the various program services and benefits offered to enrolled children and families.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Identification and Recruitment Defines and coordinates recruitment areas and maps within service areas. Maintains informed of migrant patterns, needs and issues. Identifies and proposes changes in services and/or service areas to meet needs. Communicates needs and issues to Migrant Education Services Program Coordinator. Identifies, recruits and enrolls eligible children and families in the Migrant Education Program. Collaborates with Migrant & Seasonal Head Start, Migrant & Seasonal Child Care, Head Start, and Early Head Start to provide information to families. Proactively establishes contacts and connections with public and private community agencies to facilitate effective program operation and follow-up. Enhances family/community awareness of the program through local advertising. Contacts local growers and community agencies and secures their permission to recruit migratory children/families on their premises for the migrant education projects. Explains to families the educational, health, nutritional, and social benefits of the program and informs them of their civil rights. Contacts LEAs to introduce the program and establish communication procedures concerning eligible children attending from other school districts. Works with school districts, migrant programs, community agencies and agri-business partners within the geographic area to set up procedures for relaying information. Fully understands all federal guidelines as they pertain to the eligibility of children for the Migrant Education Program. Fully understands all forms pertaining to the job and how each form is to be correctly completed. Contacts local Project Coordinators and/or Center Managers on all Migrant Education Programs in your designated area to establish procedures of communication. Contacts public and private community agency associates with serving rural/urban populations. Contacts potential employers of migratory laborers (growers-farmers, nurseries, contractors, Human Resources/Personnel Managers of food processing plants, etc.) to provide leads regarding migratory children's location. Conducts personal interviews with heads of potential households and other sources, completing the eCOE when appropriate. Determines child eligibility based on an interview with the head of household or another responsible person. Obtains parent/guardian/self-signature for all eligible families/individuals wherever possible. Maintains updates on tablet (or device) and completes eCOEs when applicable. Uploads/ Submits eCOEs within 12 hours. Completes follow ups on eCOEs in a timely manner, if applicable. Creates and follows up on move notifications in MSIX as families move. Participates in regularly scheduled meetings, including online professional development meetings. Ensures all reports, including the daily Recruitment Logs, are up to date. Canvasses local recruitment areas for residence-based recruitment such as going door-to-door at migrant labor camps, housing near local farms, modest apartment complexes, hotels/motels, local trailer parks and single-family housing. Uses migratory student database lists with previous addresses to look for children who have been eligible in the past, as well as any new children who may be residing in the same area. Provides information to parents about the various program services and their child's program activities. Requests and records information on all documentation necessary to certify eligibility. Provides appropriate translation/interpretation necessary for effective communication. Collaborates directly with the Regional Recruiter and Recruiter Family Advocate to coordinate recruitment efforts in their assigned areas. Provides communication and coordinates with families to disseminate all program information, which relates to or involves the families. Follows up on the effectiveness of family referrals to community resources. Follows up on Recruitment Requests. Records outcome of recruitment requests. Provides advocacy and supplemental services as needed. Other duties as assigned. Recruitment may require flexible hours when families are available, including evenings and weekends. Community Partnerships Acts as a direct communication link between the project and families. Proactively establishes contacts and connections with public and private community agencies to facilitate effective communication and relationship building. Enhances family and community awareness of the program through word of mouth and community presence while building relationships with local partners. Title I Grant Implementation Assistance Ensures open and ongoing communication in regarding identification and recruitment efforts to all stakeholders. Provides reports to supervisor as requested. Communicates migrant patterns and issues for federal and state reports to Migrant Education Services Eligibility and Recruitment Manager. Migrant Information Directories (online Business Directory) Gathers information regarding migrant activities/employers; documents on required database. Gathers information about migrant housing and services; documents on required database. Ensures that the resources and directories are up to date and distributed as requested. Verbal and written bilingual skills; English and identified alternative language, i.e. Spanish, Karen, Somali, must pass bilingual test. Experience working in a position responsible for recruitment, outreach, marketing, sales, or working with Migrant Education or Head Start in a similar role. Proficient computer skills to effectively perform daily responsibilities; systems to include Microsoft Word, Excel, PowerPoint, email, and the internet. Willing and able to learn program specific systems as needed for position. Familiar with the culture and lifestyle of populations served, i.e.: migrant, seasonal, low-income and at-risk families. Initiative to independently identify potential families within the communities served. Reliable transportation to meet the needs of the position. Proof of valid driver's license and current vehicle insurance coverage. Ability and willingness to work a schedule necessary to meet identification and recruitment needs, including evenings and weekends. Excellent interpersonal and communication skills.
