PRIMARY PURPOSE To work with the CARE Connections CCR&R program to establish supportive relationships with Baby Promise early learning programs as a principal provider of technical assistance, quality support, and training. To Facilitate a Focused Child Care Network, a cohort of no more than 15 early learning and care professionals who are engaged in Baby Promise, who meet frequently and regularly, in small or large groups, to discuss best practices as defined and as directed by Department of Early Learning and Care; access and share resources; receive training; and encourage progress as they work toward increasing the quality of their Early Learning Programs. To support regional growth of Baby Promise, and to support increased quality in these programs through Spark Quality Rating Improvement System and other quality initiatives of the Department of Early Learning and Care. To work with all local and state contacts in a professional manner to meet all contractual program requirements. To demonstrate good communication skills and the ability to get along with a diverse group of people. To demonstrate commitment to continued professional development. Evening and weekends required as scheduled. Travel in and out of district required. Description of Essential Functions Focused Child Care Network Support (50% of time) * Develop and facilitate Focused Child Care Network for Baby Promise program leads and co-create and support Early Learning Program and individual Early Educator TA and CQI plans with mutually agreed upon goals. * Provide monthly network meetings and one-on-ones to support network participants in meeting their goals individual goals. * Ensure that each month, at least one training will be offered based upon the goals of the Participants in the FCCN, and with intentional implementation follow up. Utilize Essential Fellowship training and tools, as appropriate, and provide support for sustaining Essential Fellowship practices. * Attend DELC Communities of Practice and other professional supports as required Child Care Resource Program Support (25% of time) * Develop and maintain professional relationships with all partners of the CCR&R system. * Consistently use excellent interpersonal skills and flexibility in working with early learning and care professionals, including child care providers and certified center staff, children, parents, college students, partners, and SWOCC staff to promote positive relationships. * Meet regularly and coordinate with other staff members to ensure program continuity. * Document all calls, referrals, and follow ups as required by contract. * Complete appropriate data entry, forms, and reports that may include quarterly reports, attendance reports, accident/incident reports, and/or suspected child abuse reports. * Maintain and promote ethical responsibility by following the NAEYC Code of Ethical Conduct. * Ensure that local data is current by completing program updates. * Produce newsletters and training calendars as required. * Attend staff meetings and liaison meetings with the Department of Early Learning and Care. * Provide resource and referral information to those seeking information on Child Care and/or becoming a early learning and care professional. * Actively participate in staff professional development. Training Support (15% of Time) * Participate in Training of the Trainer as available to develop and maintain skills for offering quality standardized training to early learning and care professionals. Maintain current credentials in training curricula. * Utilize the Oregon Registry Online (ORO) system as the main calendar and tracking tool for trainings and professional development opportunities. * Schedule and/or provide trainings required to assist early learning and care professionals to move forward on their Oregon Registry professional goals. * Assist in planning the annual Retreat by the Lake conference. * Provide community training at annual conference and other opportunities throughout the year as requested. Spark System Support (10% of Time) * Stay up to date on changes in Spark, attend meetings and communities of practice through DELC, and serve as Spark expert for Care Connections team. * Educate early learning and care professionals about Spark, Oregon's Quality Rating Improvement System, and assist them in development and tracking of professional goals and objectives, selection of courses and/or trainings to meet goals, creating a professional development plan, and assisting in the assembly of documents for professional portfolios for reaching a Spark Rating. Baby Promise Program Support * Create ongoing trusting relationships with early education programs to develop the most conducive environment for learning and reflection, while serving as an ambassador for Baby Promise in the community. * Provide on-going consultation and support around Baby Promise Program expectations and implementation, including but not limited to: * Learning environment set up * Mission setting and articulation * Orientation of children and families * Curriculum pedagogy and models * Child screening and assessment * Adult -child interactions and behavior management strategies * Family engagement * Specific inclusionary practices * Business acumen * Support Baby Promise programs in their use of reports developed through utilizing quality assessment tools (such as CLASS and Environmental Rating Scales) and classroom observations as deemed appropriate and necessary; provide feedback, connect scores and feedback to continuous quality improvement, and track over time. * Promote and support the development of new programs serving children in Baby Promise and their families. This includes, but is not limited to, developing and implementing on-boarding plan and welcome tool kit materials for new Baby Promise grantees and hosting kick off events for new Baby Promise grantees. Required Knowledge, Skills and Abilities REQUIRED QUALIFICATIONS Bachelor degree in ECE or related field (Human Development, Child and Family Studies, Social Work, Sociology, Psychology) with coursework in age zero to three development ORA Step 10 on the Oregon Registry Experience: * 2 or more years of experience in an early childhood program with a focus on infants and toddlers * 2 years of experience providing Technical Assistance and training to early education programs, providing classroom observations and/or home visits to families with young children * Experience supporting the primacy of families, their home languages, and their cultures, and an understanding of how to engage them Successful applicants for this position must possess the following knowledge, skills, and abilities, or be able to explain and demonstrate that they can perform the essential functions of the job, with or without reasonable accommodation: * Ability to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
