Job Summary


The Manager/Buyer is responsible for purchasing a wide variety of products and services and arranging timely deliveries of the product or service at the best possible value to Granite School District. The Manager/Buyer is responsible for handling the district expenditures for supplies and equipment and making the best decisions accordingly. The Manager/Buyer supervises office staff and occasionally oversees department operations.



Essential Functions Develops product/service specifications. Develops bidding and evaluation documents (e.g. Invitation for Bid, Request for Proposal). Evaluates bids, selects vendors, and places orders within established guidelines. Conducts market and product research. Studies and learns market trends for goods and services. Responsible for developing and managing multi-year contracts. Communicates and verifies specifications on supplies and equipment. Follows through on and troubleshoots purchase orders such as delivery problems, quality discrepancies, prices, quantity, etc. Provides product and price information to schools and departments. Deals with ethics and public relations while in contact with district staff, principals, teachers, and vendors. Answers questions from district staff, principals, teachers, patrons, and others concerning operations and purchasing. Ensures compliance with applicable Federal and State laws and district policies and procedures. Supervises and trains secretarial staff. Acts as lead buyer by assisting and training department buyers. Assists in setting department procedures. Occasionally oversees department operation in absence of Purchasing Director. Non-Essential Functions Performs other duties as assigned. Required Knowledge and Skills Knowledge of public purchasing laws and procedures as well as contract management, contract law and legal terms and conditions. Ability to communicate effectively, both orally and written. Excellent interpersonal and public relations skills. Attention to detail and accuracy despite frequent interruptions. Proficiency in use of personal computers. Ability to create templates, forms, and other related procurement tools. Proficient with Microsoft Office Software (e.g. Word, Excel). Required Education, Training and Qualifications Requires one of the following: Bachelor's degree or higher in Business, Finance, Economics, Supply Chain Management, or related field from an accredited college or university; or a minimum of ten (10) years of job related experience in one of the following areas: purchasing goods and services; public contract management. Preference given to applicants with professional certifications such as CPPB, CPPO, C.P.M., C.P.S.M., or NIGP-CPP. Required Experience Requires a minimum of four (4) years of successful public purchasing experience. Requires a minimum of three (3) years of successful supervisory experience. Note: The District reserves the right to make specific requirements for this position, however, when prior work experience has been evaluated to be particularly pertinent, some exchanges between training and experience might be authorized.



Assigned Decision Making Makes decisions related to district finances, legal issues, products, and services using knowledge regarding district and department policies and procedures. Makes problem solving decisions related to customers, bids, goods and services, and contractual management problems. Non-Supervisory Interaction Interacts and collaborates with employees, board members, patrons, vendors, administrators, and secretaries in schools. Works with various department secretaries, coordinators, managers, and directors. Collaborates with outside government procurement workers at state and local levels. Strong interpersonal skills along with a demonstrated ability to work collaboratively with a diverse group of people. Able to create and support a team-based environment within the department and district. Supervisory Responsibility Supervises approximately 5 employees. Holds primary supervisory responsibility over district purchasing secretary position and secondary supervisory responsibility over 4 buyer personnel. Budget Responsibility Not Applicable Working Environment Work takes place in a typical office environment. Tasks may involve extended periods of time at a keyboard or workstation. Physical Demands
