The Purchaser purchases goods and services for the Procurement Department, while ensuring compliance with federal and state laws and Authority policies and procedures.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Pursues the acquisition of goods and services needed promptly with the efficient use of Authority resources, as directed; provides policy and procedure guidance to the organization's customers and external vendors. Expedites and tracks purchase orders. Reviews purchase orders for adherence to purchasing policies. Conducts the Procurement Department's solicitation of quotes, bids, and proposals for small dollar and informal purchasing needs, related supplier research, and contract administration activities (including document preparation and storage). Conducts inventory reviews and prepares inventory reports as needed. Assists in implementing long-term goals for the department to promote effectiveness and efficiency. Conducted Oracle-based functions, including managing vendor profiles. Performs additional related work as required. Hiring Range: Maximum - Commensurate with experience Minimum $45,809.03 MINIMUM QUALIFICATIONS
Required Education and Experience Education: Associate degree in business, supply chain, or related field, OR equivalent related work experience Experience: 1 year of relevant work experience or related college-level internship experience focused on procurement, purchasing, supply chain, or another related field or equivalent years of education and experience Preferred Experience Education: Bachelor's degree in business, supply chain, or related field. Experience: 2 years of experience in public purchasing or related business functions or equivalent combination of education and experience. Required Licenses or Certifications: Preferred: North Carolina Association of Governmental Purchasing (NCAGP)- Certified Local Government Procurement Officer (CLGPO)National Institute for Public Procurement (NIGP) – Certified Purchasing Professional (CPP) or the ability to obtain within 3 years of start date, OR Universal Public Procurement Certification Council (UPPCC)—Certified Public Procurement Officer (CPPO)/Certified Professional Public Buyer (CPPB) or the ability to obtain within 3 years of the start date. COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of: North Carolina local government purchasing statutes, regulations, and rules. Procurement policies and procedures Working knowledge of various goods and equipment and of sources of supply and price trends Working knowledge of report generation English grammar, spelling, punctuation Modern office procedures, methods, and computer equipment Proficiency with Microsoft Office Suite and Oracle EBS General/Working knowledge of Business to government (B2G) software. Skill in: Analysis and problem solving Organization and time management Customer service Data entry Interpersonal skills necessary to develop and maintain adequate and appropriate working relationships. Performing a variety of duties, often changing from one task to another of a different nature Ability to: Communicate effectively, both orally and in writing, with staff at all levels Act independently Meet work schedules and deadlines. Understand and carry out oral and written directions. Accurately organize and maintain paper documents and electronic files. Maintain the confidentiality of information and professional boundaries.
