Position Overview:
Foster CM Group is currently seeking an Aviation Project Manager for the Seattle area. Candidate must have a minimum of

10 years

independently managing multiple projects from planning through construction in the aviation sector. The successful candidate should have the ability to lead highly technical conversations and the construction management skills to help the project minimize impacts to airport operations. Candidates must also be capable of passing background screening for Airport Operations Area (AOA) badging and must be capable of obtaining AOA vehicle movement certification.

Salary is commensurate with experience.
NOTE: Per the client policy (Ex-29), employees will be required to be fully vaccinated against COVID-19.
Overall Responsibilities:
The Project Manager will report to the Program Manager and provide simultaneous management of multiple planning, design and construction projects or one complex project. Serve as principal point of contact for all planning, design & construction issues related to assigned projects. Manage, coordinate, and facilitate the day-to-day activities of projects ensuring that projects are constructed within the scope of the project, on schedule, and within budget.
Responsibilities:
Coordinate with the airports staff and other key stakeholders to manage project planning.
Coordinate with airports staff and manage procurement of consultants during planning.
Contract administration.
Manage consultants.
Manage project costs, budget, estimate at completion, and schedule with project controls monthly. Provide quarterly cash flow updates.
Attend staff, program, Oversight, Steering Committee, and other meetings as required to support the project.
Maintain the project record (e.g., project files) on the project's SharePoint site consistent with filing structure.
Coordinate design elements with both internal and external stakeholders and property owners.
Schedule, attend and document required project technical review meetings for each design phase and ensure that the appropriate design team members are in attendance.

Receive design submittals from the technical consultant at each phase and review for completeness and accuracy.
Coordinate and manage the design package distribution process at each design phase.
Verify receipt of the design review comments. Review and track comments received, facilitate comment resolution, and provide direction to the technical consultant.
Coordinate with design consultant resources and cost estimate team to develop project cost estimates.
Prepare memorandums and presentations for Board approvals.
Coordinate with stakeholders to ensure program required documents (e.g., regulatory memo, implementation plan, etc.) are completed and compliance with local, state, and federal standards.
Manage project permit process and ensure local, state and federal permitting completed in coordination with Legal and Environmental staff.
During Construction, serve as the point of contact and coordinate regularly with key stakeholders.
Interpret legal and construction documents and administer contracts.
Manages identified project quality objectives and assess project progress.
Facilitates project meetings; communicates individual roles and project expectations; ensures all project team members have the tools and training required to perform effectively.
Reviews and assess project schedule, including monitoring project milestones and critical dates to identify potential risk to project schedule; recommends ways to resolve schedule issues; keeps team current on any changes.
Assist in resolving design and constructability issues using standard construction practices.
Assesses variances from the project plans; makes recommendations and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives.
Demonstrates knowledge and sound judgement to settle disputes and negotiations between parties.
Conducts formal quality assurance reviews during construction and upon project completion to confirm acceptance and satisfaction.
Regularly meets with client to confirm client expectations and report project status.
Provides the team with constructive feedback as it pertains to project performance
Develops and maintains a productive working relationship with owners, sponsors, project team members, and contractors.
Performs related duties and fulfills responsibilities as required.
Minimum Qualifications/Requirements:
Bachelor's Degree from an accredited college or university with major coursework in Construction Management, Architecture and/or Engineering, or a related field.
Certified Construction Manager designation preferred.
Minimum of 10 years of experience in the Aviation sector is essential.
Advanced understanding of construction documents and construction contract administration
Knowledge of safety standards and construction activities means and methods.
Able to communicate construction progress clearly and concisely, orally and written.
Able to interpret engineering drawings, specifications, and inspection instructions.
Good time management and organizational skills.
Excellent problem solving/analysis skills.
Ability to work independently or as part of a team both internal and external.
Ability to work outside in all weather conditions and conditions that are associated with construction and development projects.
Must pass a Transportation Security Administration background check and obtain clearance.
Additional Preferred Qualifications:
PMP Certified
OSHA Safety Training
Good computer skills; prior experience with SKIRE
Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee can be exposed to moving machinery & mechanical parts, uneven ground, exposure to dust, gas or fumes, exposure to loud noise, and outside weather conditions.
Physical Requirements:
The physical requirements must be met by an employee to successfully perform the essential functions of this job. Intermittent unassisted sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, stooping, crawling, pushing and lifting may be required. Must be able to walk and/or stand for prolong periods of time for at least eight hours per day. The employee must frequently lift and/or move light equipment up to 50 pounds without assistance. Must be alert to equipment in the field, occasional need to work near hazardous equipment and machinery, ability to walk on uneven ground while physically maneuvering construction sites, ability to work in extreme temperatures or humidity, and potentially work at heights.
Other Requirements:
Possession of a valid state of residence driver's license with a clean driving record.
Daily travel to and from construction sites, generally within 100 miles from the home office is expected. Short term, out of town, assignments may be required. Long term, out of town, assignments may be required, with advance notice of planned dates.
May be required to work protracted and irregular hours to meet client's needs, including nights, overtime, and weekends.
