Overview

The Department of Labor's Unemployment Insurance (UI) Division is looking for a Program Technician to join the team! This position ensures proper liability determinations are made for employers and that they are set up accurately in the operating system. If you are highly detail oriented, have strong communication and customer service skills, and can thrive in an environment with complex regulations and time sensitive work, this might be the right job for you!

Specific duties of the UI Program Technician may include, but are not limited to:
Analyze and investigate unemployment tax liability registrations to determine employer liability (non-liable vs. liable). This involves detailed analyses of the employer's business operation(s) and the ability to apply the extracted case facts to multiple state and federal statutes governing type of employment, work localization, sub-contract versus employment situation, and industry classification. Independent judgment is used in determining when to pursue additional information or whether an accurate determination can be made based on available information. In depth knowledge (ability to read and interpret) both federal (IRS) and state unemployment tax laws, rules, policies, bulletins, and procedures are used throughout this process to aid in the determination of the business organization.
Researching specific eligibility criteria using state issued guidance
Reviewing and analyzing specific business tax related documents
Make employer tax liability determinations in accordance with rules, laws, and policies
Educate employers on rules, laws, and Unemployment Insurance regulations related to liability and compliance
Who May Apply

This position, Program Technician II - Limited Service (Job Requisition #49085) , is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed predominately in an office setting. Private means of travel should be available for occasional travel when appropriate. Incumbents must be adaptable and able to work within tight time limits and under considerable stress. Some evening and weekend duty may be necessary.

Minimum Qualifications

Two years or more of full-time college coursework OR an associate's degree or higher AND two (2) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

OR

High School diploma or equivalent AND three (3) years or more of experience at or above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

OR

One (1) year or more of experience as a Program Technician I with the State of Vermont.
