Full job description Overview The City of Louisville is searching for a Sustainability Program Manager. This position is under the general supervision of the Deputy City Manager and performs professional, technical, innovative and strategic work to advance the City's plans for a sustainable future. The Sustainability Program Manager provides leadership and coordination of complex projects and is responsible for tracking and reporting progress toward achievement of the sustainability goals and plans. Supervises Sustainability Specialist position.

Hiring Range: $92,768 to $109,012
Salary Range: $92,768 t to $125,257

Examples of Duties Examples of Duties Develop and implement strategies from the Louisville Sustainability Action Plan, which focuses on environmental stewardship, social equity and economic vitality.
Develop Sustainability Division strategy and annual work plan, establish project schedules, and design and manage public processes.
Track progress in meeting City's Climate Action Goals, Sustainability Action Plan objectives and Internal and Community Decarbonization Plan targets.
Prepare and execute clear and concise presentations related to policy options, project updates and annual metrics for City Council, boards/commissions, task force groups, etc.
Identify, lead and manage sustainability-related grants including grant writing, submission, implementation and reporting and identify potential partnerships with partner agencies and/or public-private partnerships to leverage resources while achieving goals.
Advise on sustainability capital projects (i.e. electric vehicle charging station installations) and support contracts as needed.
Oversee sustainability operating budget and disposable bag tax budget; prepare future budget requests and participate in citywide budget planning process.
Perform policy, financial, scientific and impact analysis of sustainability related projects and initiatives and prepare detailed analysis of proposed investments and strategies indicating progress towards goals, cost savings and return on investments.
Monitor and analyze City's renewable energy portfolio (i.e. on-site solar, power purchase agreements, Xcel subscription programs), manage City's Energystar account to support reporting requirements and submit annual building energy performance reports in accordance with state law.
Develop and manage programs for residents and businesses and municipal operations/facilities that support City's sustainability goals; collect and analyze data to inform program efficacy.
Support City departments and boards/commissions with the development of sustainability-related policies and programs.
Serve as staff liaison to Louisville Sustainability Advisory Board (LSAB), attend monthly meetings and provide updates on City's progress in meeting sustainability goals.
Coordinate and develop partnerships with regional stakeholders, including Boulder County, Partners for a Clean Environment, other municipalities and community organizations.
Aid in disaster recovery and community resilience planning efforts.
Provide support for implementation of energy code updates.
Act as point of contact on all City sustainability efforts and provide high level of customer service to stakeholders, including residents and businesses.
Develop and manage public education and communication plans and create opportunities for community feedback to inform programs and policy recommendations.
Plan and manage education/outreach events (i.e. Spring Cleaning Event, Ecotoberfest) in coordination with other staff.
Supervise Sustainability Specialist and provide support and feedback to ensure success of position and programs.
Evaluate state and federal legislative initiatives related to sustainability.
Represent the City on various boards, committees and task forces as assigned.
Work effectively to collaborate with City staff and officials.
Represent the City's ICARE values on a daily basis.
This position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization.
General Qualifications Education and Experience: Bachelor's degree in Environmental Science, Environmental Policy, Renewable Resources or Environmental Management or closely related field. Master's Degree is preferred.
A minimum of 2 years of experience working in the Sustainability field preferably in municipal, county, state, or federal government.
Certified Energy Manager (CEM) and Leadership in Energy & Environmental Design (LEED) designations are also preferred.
Five years of increasingly responsible experience in working with environmental issues, community outreach, waste diversion or sustainability practices development and implementation.
Equivalent combinations of education and experience may be considered.

Analyze problems, identify alternative solutions and recommend conclusions
Communicate clearly and concisely, orally and in writing
Work independently but also be an active, engaged team member
Work effectively with other staff, agencies, citizen boards and the public

Licensing/Certification Requirements: Valid Colorado driver's license and a safe driving record for last 3 years.
Must successfully pass a criminal background and reference check.

This position is FLSA Exempt which means employees are not eligible for overtime compensation but can receive some compensatory time.

Physical Requirements: Primarily sedentary physical work requiring ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and members of the public.
