The Oregon Military Department is a state agency that supports the Oregon National Guard. You are NOT required to be a member of the Oregon National Guard to apply for this position.
The Oregon Military Department is recruiting for an Procurement & Contract Specialist 2. This is a permanent full-time state position located at the Portland Air National Guard Base in Portland, Oregon.
This position is represented by the American Federation of State, County and Municipal Employees' (AFSCME) union.
NOTE: This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.

What You Will be Doing
Perform procurement and contracting functions for the Base Civil Engineering Squadron to support Construction, Environmental, Planning and Programming, and Operations and Maintenance functional areas to sustain PANGB facilities. The position works in a team environment with other State staff to initiate, process, and track contracting documents that facilitates operations of PANGB. The position aids in developing and recommending solicitation methods for quotations, invitations to bid, and requests for proposals. The position reviews, tabulates, and recommends contract awards and addresses questions regarding contracts within OMD. The position assists in maintaining records on PANGB/State contracts and procurement transactions in compliance with agency and state policies. The position will perform duties that locate sources of supplies, products, services, and determine the most appropriate method of procurement airbase cooperative agreements, youth program cooperative agreements. Develops, negotiates and administers contracts and agreements to obtain and provide goods and trades/professional services. Provides consultative advice to Agency staff regarding state procurement laws, rules, and policies.
Working Conditions
General office environment. Frequent interruptions. Employee may need to respond to short-fused deadlines and occasionally work extended hours to complete critical tasks. Daily use of personal computer; works in close proximity to other people. Continuous physical movement retrieving and filing documents. Must be able to carry file folders and equipment weighing up to 25 pounds for short distances and lift files and binders onto file shelves over shoulder height. Responds to telephone inquiries, visitors to office, rush deadlines.
What You Need to Qualify
Four years procurement and contract experience related to the position.
Two of the four years must have been at the professional level such as developing and administering standard contracts, agreements, or solicitations.
***OR***
A bachelor's degree and one year of professional-level procurement and contract experience related to the position.
***OR***
Any combination of experience and education equivalent to four years of procurement and contract experience related to the position.
Positions specializing in leasing and acquisition require:
Four years of commercial real estate transaction experience

Conditions of Employment
Must possess or obtain within 1 year of employment and maintain current Oregon Procurement Basic Certification (OPBC).
Must have and maintain a favorable Criminal background History check and be able to obtain and maintain a favorable Department of Defense National Agency Check with Inquiries (NACI) Suitability Determination (T1). (Conviction of a crime will not automatically preclude appointment, the circumstances involved in the conviction will be considered).

Employee is required to maintain a drug/alcohol free workplace in accordance with OMD Drug/Alcohol CPM's, Policies, and the Statewide Drug Free Workplace Policy 50-000-01.
