Pretreatment Programs Specialist Location Rock Hill, SC : General Description: The purpose of this class within the organization is to collect wastewater discharge samples for analysis to determine ordinance and permit compliance. Responsible for implementation of the City's Industrial Pretreatment Program, as approved by the South Carolina Department of Health and Environmental Control. Implements monitoring protocols and data management techniques for permitted industries as provided by the City's Industrial Pretreatment Program. This class works under general supervision of the Industrial Pretreatment Coordinator, independently developing work methods and sequences.
Minimum Education and Experience Requirements: Requires an Associate's degree in business management, engineering, or the hard science such as chemistry, geology, biology, mathematics, or physics. Experience with laboratory or wastewater treatment operations preferred. Requires one year in wastewater and pre-treatment systems or closely related experience. The equivalent combination of education and related work experience may be considered.
Special Certifications and Licenses: Valid Driver's License. State pH Certification.
Essential Job Functions: Develops and implements a permitting system for waste haulers program (WH), which includes providing oversight, surveillance sampling, and interprets data to determine regulatory compliance. Compiles analytical data, enters data into various databases, and interprets data to determine compliance with appropriate permits and regulations. Collects wastewater discharge samples from Significant Industrial Users (S.I.U.) and Non-Significant Industrial Users (N.S.I.U.) for analysis to determine ordinance and permit compliance. Conducts routine and unscheduled inspections of the City's industrial customers to determine regulatory compliance. Communicates routinely with the City's waste haulers permit holders both orally and in writing. Maintains inventory of all non-domestic users. Participates in feasibility and Certificate of Occupancy inspections relative to how potential commercial customers will use sewer services provided by the City. Measures flow of commercial and industrial discharges. Assists with the field operations for non-domestic customers. Participates in special projects designed to identify specific problems which may occur within the wastewater collection system. Maintains field monitoring instruments and equipment; maintains necessary records and reports such as chain of custody reports, manifests and other documentation. Performs all other duties as may be assigned to meet organizational needs. Desirable Knowledge, Skills and Abilities: Knowledge of wastewater laboratory procedures and sampling techniques. Knowledge of Federal and State wastewater regulations and policies. Knowledge of computer systems and related software. Ability to interpret related City ordinances. Ability to lift up to 50 pounds on a regular basis. Ability to work both indoors and outdoors during varying weather conditions. Ability to stand for extended periods of time, to include walking on various surfaces under differing conditions. Ability to operate related monitoring instruments and flow measurement devices. Ability to collect, analyze and interpret data. Ability to communicate clearly orally and in writing. Ability to deal with people beyond giving and receiving instructions. Must be adaptable and detailed oriented to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.
