Full job description Classification Summary Mower County Health and Human Services has a full time (40 hours per week, typically works M-F, 8:00 am - 4:30 pm) vacancy for a Planner (Human Services) - Operations Coordinator . Mower County may consider applicants for a Trainee appointment if an interested applicant doesn't quite meet the posted minimum qualifications for this position, please see the examination process for additional information regarding the Trainee.


Mower County provides 13 Paid Holidays and a minimum of 20 Days Paid Time Off per year as well as an excellent benefit package for full-time positions.


The position serves as a key leadership resource for Health and Human Services by providing reporting and analysis on a broad range of performance and regulatory matters under the general administrative supervision.


Programmatically, the position is accountable for performing research, analysis, data tracking and reporting on a wide range of policy, programmatic and performance matters related to departmental operations and services. Work includes the collection of relevant data; analysis of the data and application to business performance, process and procedure. This includes developing, documenting, and presenting public policy analysis, options and recommendations to department leadership and county officials for use in establishing department and county policies. This position will be responsible for seeking and preparing grant applications to further expand gaps in the current Health and Human Services service model.


Technology and process improvement accountabilities include shared responsibility for the identification and deployment of technology solutions and the assessment of performance and process improvement opportunities. Within this area responsibilities include data mining and reporting, developing standard and specialized reports, documenting and presenting analysis, managing internal program review processes as well as options and recommendations to department leadership for use in establishing process improvements, department objectives and key performance measures.


The position will serve as a key resource on a wide variety of program matters. Work will require an individual to be independently motivated, responsive, excellent communication skills, resourcefulness, ability to work well with others, sound critical thinking and problem-solving skills, project coordination and data management.


Merit System Classification Summary:
Under general administrative supervision, gathers and analyzes data, designs and evaluates complex planning strategies, develops human service-related plans, and performs related work as assigned.


Examples of Duties MN Merit System Examples of Duties:


Works with community and professional groups in developing specific planning philosophies, strategies and goals.


Assists the agency leadership with preparation of public health or human services program plans, goals, objectives, reports and budget.


Consults with state, regional, and local officials, staff members and organizational leaders to gain information related to specific plans and programs.


Confers with local officials and agency staff on specific planning projects, techniques and goals.


Assists in implementing and evaluating new programs and services related to planning efforts.


Conducts surveys and/or community assessments as needed for program development.


Monitors the goals and objectives of the public health program plans and evaluate progress towards meeting these with staff and resources available.


Give community presentations on assigned program areas as requested.
Minimum Qualifications MN Merit System Minimum Qualifications


A Master's degree from an accredited four-year college or university in community health, planning, social work, public health, public administration or related field AND one (1) year of experience as a social worker, public health nurse, community health educator or related experience with some professional responsibility for planning or administrative functions such as coordinating or planning community programming for specific populations.


OR


A Bachelor's degree from an accredited four-year college or university in community health, planning, social work, public health nurse or public administration or related field and three (3) years of experience with professional responsibility for planning or administrative functions such as coordinating or planning community programming for specific populations.


Mower County Preferred Qualifications
Required License: Valid Driver's License or evidence of equal mobility
